Job Overview:
The Learning Management Systems Administrator will play a crucial role within the Integrated Talent Management Division (ITMD) under the Department of Human Resources (DHR). This position is responsible for the administration of IOM's learning management systems (LMS), ensuring that the systems are effectively utilized to meet the learning and professional development needs of IOM staff members. The successful candidate will provide end-to-end technical support for the LMS, including course publishing, system testing, and report generation. Additionally, the role involves promoting the LMS and its functionalities to peers and stakeholders, conducting training sessions, and developing user guides to enhance staff engagement in learning opportunities. The administrator will also manage study leave requests, maintain accurate records, and contribute to the development of FAQs and SOPs related to the LMS and study leave processes. This position requires a proactive approach to support the implementation of learning initiatives and collaboration with various departments within IOM.

Duties and Responsibilities:
  • Provide comprehensive technical support for IOM's learning management systems, including course publishing, system testing, and report generation.
  • Conduct live demonstrations, create video tutorials, and develop user guides to promote the use of LMS functionalities among staff.
  • Actively promote available courses in the LMS to enhance staff engagement and participation in learning opportunities.
  • Regularly update FAQs and SOPs related to the LMS and respond promptly to queries from IOM personnel.
  • Process study leave requests, ensuring compliance with established guidelines and maintaining an accurate study leave tracker.
  • Provide regular reports and updates on study leave requests to supervisors, ensuring transparency and timely communication.
  • Support the administration and promotion of learning initiatives and coordinate with the Manila Administrative Centre and other departments to identify learning needs and opportunities.
  • Perform additional duties as assigned by supervisors.

Required Qualifications:
  • University degree in Information and Communications Technology, Information Management, Human Resources, Business Administration, or a related field from an accredited institution, with three years of relevant professional experience; or a completed High School degree with five years of relevant professional experience.
  • Certification in Oracle, LMS, statistics, monitoring and evaluation, or data management/data visualization is an advantage.
  • Other diplomas or training certifications are also considered advantageous.
  • Familiarity with the UN system and experience in an international organization is preferred.

Educational Background:
Candidates must possess a university degree in a relevant field such as Information and Communications Technology, Information Management, Human Resources, or Business Administration from an accredited academic institution. Alternatively, candidates with a completed High School degree and significant relevant professional experience may also be considered. Accreditation of the educational institution must be verified through the UNESCO World Higher Education Database.

Experience:
Candidates should have at least two years of experience in LMS administration, including experience with reporting. Additionally, a minimum of one year of experience using a ticketing system is required. Relevant work experience in implementing training programs, familiarity with the UN system, and experience in HR, learning and development, or career support are highly desirable. Experience in training facilitation, both face-to-face and virtual, as well as project management, monitoring, and reporting, is also beneficial.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within IOM. Knowledge of additional languages is considered an asset and may enhance a candidate's profile, particularly in a multicultural environment.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for the Philippines will be eligible for consideration.
