Job Overview: The Senior Disability Advisor will play a crucial role in advancing the rights, inclusion, and participation of persons with disabilities within the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). This position is part of the MASHRIQ Regional Programme, which coordinates missions across five countries, including Jordan, Lebanon, Syria, West Bank, and Gaza. The advisor will provide strategic leadership and technical direction to implement disability inclusion across UNRWA's programs and operations. This includes supporting key programs such as health, education, and social services, as well as advocating for the rights of Palestine refugees with disabilities. The advisor will work closely with the HI regional office and the Chief of the Protection Division at UNRWA to ensure effective operationalization of disability inclusion policies and practices.
Duties and Responsibilities:
Facilitate the operationalization of the disability inclusion policy within UNRWA, identifying opportunities for implementation across various programs and field offices. This includes developing updated Disability Inclusion Guidelines and monitoring the outcomes of disability inclusion practices.
Provide technical assistance on disability inclusion across UNRWA services, ensuring that disability considerations are integrated into project management cycles and supporting the collection of disability-disaggregated data.
Lead initiatives to improve protection outcomes for Palestine refugees with disabilities, including conducting vulnerability assessments and designing disability-inclusive programs.
Serve as the technical lead for advocacy efforts related to the rights of Palestine refugees with disabilities, enhancing monitoring and documentation systems and developing advocacy materials.
Coordinate capacity-building efforts across the agency, providing support and training to field staff on disability inclusion topics.
Strengthen the disability inclusion team at HQ by drafting annual work plans, participating in fundraising initiatives, and contributing to the recruitment and performance reviews of team members.
Enhance partnerships between HI and UNRWA by facilitating communication and collaboration on joint programming and fundraising opportunities.
Required Qualifications: Candidates must hold an advanced university degree in international development, disability studies, or a related field. A minimum of eight years of relevant professional experience in disability inclusion, including policy development and mainstreaming disability into services, is required. Candidates should demonstrate expertise in operationalizing disability policies and possess strong analytical skills to monitor context-specific risks for persons with disabilities. Excellent communication skills, both written and oral, are essential, along with strong interpersonal and networking abilities. Candidates should also have the capacity to plan and deliver workshops and training sessions effectively.
Educational Background: An advanced university degree from an accredited institution in fields such as international development, disability studies, or other relevant disciplines is required for this position. This educational background should provide a solid foundation for understanding the complexities of disability inclusion and the challenges faced by persons with disabilities in various contexts.
Experience: The position requires a minimum of eight years of relevant professional experience in roles of technical responsibility related to disability inclusion. This experience should encompass policy and strategy development, as well as practical implementation of disability inclusion initiatives in various service areas. Candidates should have a proven track record of operationalizing disability policies and concepts in real-world settings, demonstrating their ability to navigate the complexities of disability inclusion effectively.
Languages: Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of Arabic is considered an asset, as it would enhance the advisor's ability to engage with local stakeholders and communities effectively.
