Job Description
Job Posting Organization: The position is located in the Regional Office for Africa of the United Nations Trade and Development (UNCTAD), which is part of the Division for Africa, Least Developed Countries and Special Programmes (ALDC). The Regional Office for Africa serves as an outreach and communication hub to disseminate UNCTAD’s Africa-specific work, supports technical cooperation activities, and provides liaison services with various African development institutions. UNCTAD aims to promote the integration of developing countries into the global economy and to support their sustainable development.
Job Overview: The Programme Assistant will play a crucial role in supporting the planning and implementation of complex departmental programme/project initiatives. This position requires a blend of administrative, analytical, and communication skills to ensure the smooth operation of the Regional Office for Africa. The Programme Assistant will be responsible for managing various administrative tasks, coordinating project planning and preparation, monitoring project proposals, and assisting in budget preparation and analysis. The role also involves liaising with project managers and stakeholders, drafting reports, and providing language assistance in Amharic. The Programme Assistant will be expected to maintain organized records and databases, prepare reports, and provide guidance to junior staff, contributing to the overall effectiveness of the office's operations.
Duties and Responsibilities: The Programme Assistant will be responsible for a wide range of duties including: assisting in the planning and implementation of departmental programmes/projects; managing administrative tasks such as time and attendance recording, meeting arrangements, and budget monitoring; coordinating project planning and preparation; assisting in budget proposal preparation and analysis; monitoring and evaluating programmes/projects; collaborating with programme/project managers on performance reporting; drafting programme/project summaries and coordinating their review; providing Amharic language support; serving as a focal point for project implementation activities; maintaining files and databases; drafting correspondence related to programme/project administration; and providing guidance and training to new or junior staff.
Required Qualifications: Candidates must possess a high school diploma or equivalent, with a reduction in required experience to five years for those with a first-level university degree. A minimum of seven years of experience in programme or project administration, technical cooperation, or a related area is required. Previous experience with Pan African institutions and in international organizations such as the UN is desirable. Candidates should demonstrate knowledge of internal policies and procedures related to programme/project administration and possess strong analytical and problem-solving skills.
Educational Background: A high school diploma is required, with a first-level university degree reducing the experience requirement. The educational background should ideally include studies related to international relations, public administration, or a relevant field that supports the functions of the position.
Experience: Candidates should have a minimum of seven years of relevant experience in programme or project administration, technical cooperation, or a related area. Experience working with Pan African institutions and in international organizations, particularly the UN, is highly desirable. The role requires familiarity with administrative processes and the ability to manage complex projects effectively.
Languages: English and Amharic are required for this position, with a proficiency level of UN Level II for both reading and writing. Desirable languages include French, Chinese (Mandarin), Spanish, Arabic, or Russian, with a minimum proficiency of UN Level I for these languages. Proficiency in additional languages can enhance a candidate's application.
Additional Notes: This is a temporary position with an initial duration of three months, with the possibility of extension based on performance and availability of funds.
