Job Overview:
The Regional Finance Manager will play a crucial role in leading finance teams across the East Africa Division, ensuring compliance with HI's standards and local regulations in financial management. This position involves strategic oversight of financial operations, including budget management, account management, and compliance with donor guidelines. The Regional Finance Manager will also be responsible for fostering the development of finance staff, promoting a culture of innovation and change management, and ensuring that financial practices align with HI's organizational principles. The role requires active participation in the structuring of the East Africa Division, with a focus on skill development and operational efficiency. The manager will be part of the Senior Management Team (SMT) at the regional level, contributing to the overall strategic direction of the organization in the region.

Duties and Responsibilities:
  • Management & Leadership: Lead and develop local finance teams, embodying and promoting HI's values, and fostering innovation and change management.
  • Operational Implementation: Ensure and coordinate financial and budget management, account management, and compliance with donor guidelines for institutional funding.
  • Standards and Expertise: Oversee compliance with HI's financial policies and legal frameworks, ensuring the legality of operations in the countries of intervention.
  • Profession Facilitation: Monitor the dissemination and use of financial standards, foster team spirit, develop local talent, and participate in training and recruitment processes.
  • Internal Control: Identify risks, contribute to risk mapping, and ensure compliance with HI processes and policies.
  • Financial Strategy: Contribute to the regional operational strategy within the scope of responsibilities.
  • Emergency Management: Lead emergency preparedness actions within the finance department.

Required Qualifications:
Candidates must have at least 5 years of proven experience in finance and team management within an international context, preferably in humanitarian or non-profit sectors. Strong leadership skills are essential, along with the ability to work effectively with multicultural teams. Candidates should demonstrate strategic thinking capabilities and the ability to develop financial action plans that align with the overall organizational strategy. Mastery in financial management of institutional funding and budget management is required, along with excellent interpersonal skills to advise senior management effectively.

Educational Background:
A relevant degree in finance, accounting, business administration, or a related field is required. Professional certifications in finance or accounting (such as CPA, ACCA, or equivalent) are highly desirable and may enhance a candidate's qualifications for this role.

Experience:
The position requires a minimum of 5 years of experience in finance and team management, particularly in an international context. Experience in the humanitarian or non-profit sector is preferred, as it provides valuable insights into the unique challenges and requirements of financial management in these environments.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and with international stakeholders. Knowledge of French or other local languages spoken in East Africa (such as Amharic, Swahili, or Luganda) would be considered an asset, enhancing communication with local teams and communities.

The position is a full-time role with an international contract lasting 24 months, starting from January 15, 2026, to a maximum of February 1, 202
  • The contract includes social coverage adapted to the employee's situation, including unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at €2,986 gross per month, depending on experience, with additional per diem allowances based on the country of assignment. Paid leave is provided at 25 days per year, with rest and recuperation (R&R) days varying by country.
