Job Overview:
The Regional HR Manager will report directly to the Regional Director and will be responsible for defining and implementing the HR aspects of the Management's Operational Strategy within the East Africa region. This role involves ensuring that HR activities align with the budgetary framework and HI's HR frameworks. The Regional HR Manager will analyze changes in the context to identify risks and opportunities and will play a key role in the progressive structuring of the East Africa Division. The HR department in this region will consist of approximately 15 staff members based in various countries, and the Regional HR Manager will serve as the line manager for country HR teams while also being part of the Senior Management Team (SMT) at the regional level. This position is crucial for fostering a collaborative and effective HR environment that supports the organization's mission in a challenging regional context.

Duties and Responsibilities:
The Regional HR Manager will have several key responsibilities, including:
  • Management & Leadership: Promoting the organization's values, leading and developing local HR teams, and fostering innovation and change management.
  • HR Strategy: Developing, implementing, and overseeing the regional HR strategy, translating operational objectives into actionable plans, and advising leadership on HR matters during organizational restructuring.
  • HR Standards: Deploying and monitoring the quality of HR policies and processes, ensuring compliance, and supporting the team in adapting frameworks.
  • Operational Management: Supporting the Executive Team with HR planning, budget management, recruitment, and local partnerships.
  • Emergency Management: Leading HR preparedness and response in emergencies, adjusting priorities to meet humanitarian needs.
  • Regionalization Process: Supporting HR teams in developing collaboration skills, evaluating HR policies, and proposing standardized practices across the region.
  • Risk Management: Ensuring legal compliance, handling litigation cases, and maintaining contracts with legal advisors specializing in social law.

Required Qualifications:
Candidates must possess at least 5 years of proven experience in HR and team management within an international context, preferably in humanitarian or non-profit sectors. Strong leadership skills are essential, along with the ability to work effectively with multicultural teams. Candidates should demonstrate strategic thinking and the capacity to develop HR action plans that align with the overall organizational strategy. Mastery of administrative, remuneration, and HR frameworks (policies and legal) is required, as well as excellent interpersonal skills for advising senior management.

Educational Background:
A relevant educational background in Human Resources, Business Administration, or a related field is required. Advanced degrees or certifications in HR management or related disciplines are preferred and may enhance a candidate's qualifications for this role.

Experience:
Candidates should have a minimum of 5 years of experience in HR management, with a focus on team leadership in an international context. Experience in humanitarian or non-profit organizations is highly desirable, as it provides insight into the unique challenges and dynamics of working in these environments.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization. Proficiency in additional languages relevant to the East Africa region, such as French or local languages, is considered an asset and may enhance a candidate's competitiveness for the position.

  • The contract includes social coverage adapted to the mission context, including unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The gross monthly salary starts at €2,986, with additional per diem allowances based on the country of assignment. Employees are entitled to 25 days of paid leave per year, with rest and recuperation (R&R) days allocated according to the level of the mission.
