Job Posting Organization: The UNOPS Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security Cluster (PSC) serves as a principal service provider in the field of mine action, collaborating with various partners including the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, and governments of mine-affected countries. Established to address the critical needs in mine-affected areas, the PSC is responsible for overseeing the management of Project Field offices, ensuring compliance with client requirements and UNOPS regulations. The Cluster is led by a Cluster Director who holds overall accountability for its performance. In Nigeria, UNMAS has been operational since 2018, actively participating in the UN Country Team and coordinating efforts within the Mine Action Sub-Cluster to protect civilians and humanitarian actors through comprehensive humanitarian mine action strategies, supported by multi-donor contributions. This includes various initiatives such as Explosive Ordnance Risk Education (EORE), training for security forces, and advocacy for compliance with international mine action standards.
Job Overview: The Operations Officer (Explosive Ordnance Risk Education and Grant) will play a crucial role in supporting the implementation of EORE projects and grants under the direct supervision of the EORE Specialist. This position involves assisting in the planning, execution, and monitoring of EORE activities, ensuring alignment with UNMAS Nigeria’s strategic objectives, International Mine Action Standards (IMAS), and UNOPS policies. The Officer will be responsible for supporting project activities, managing grants, and facilitating communication with various stakeholders, including national authorities and humanitarian partners. The role requires a proactive approach to gather information and identify effective methods for EORE delivery, contributing to the overall success of the program.
Duties and Responsibilities: The Operations Officer will have a diverse set of responsibilities, including:
Supporting EORE project activities to ensure compliance with established standards and donor requirements.
Assisting in the execution of EORE grants and contracts, collaborating closely with the Programme team and implementing partners.
Drafting and formatting EORE materials for various delivery methods.
Facilitating communication and information sharing with security sector stakeholders and humanitarian partners.
Compiling information on grant agreements and tracking implementation status.
Reviewing partner reports for accuracy and completeness.
Assisting in the preparation of solicitation documents and supporting the administrative steps in the solicitation process.
Participating in meetings with grantees and contractors to foster collaboration.
Collecting and organizing data related to performance indicators for EORE interventions. 1
Providing logistical support for Explosive Ordnance Awareness sessions. 1
Contributing to donor reports and funding proposals as required.
Required Qualifications: Candidates must possess a first-level university degree (Bachelor's degree or equivalent) with at least 2 years of relevant experience, or a High School Diploma with 6 years of relevant experience. Relevant experience includes work in risk education, mine action, or related fields, with a strong emphasis on experience in Risk Education. Experience working with diverse stakeholders, including national authorities and local communities, is highly desired. Familiarity with UNOPS procedures will be considered an added advantage.
Educational Background: The educational requirements for this position include a first-level university degree (Bachelor's degree or equivalent) or a High School Diploma with significant relevant experience. A background in fields related to risk education, mine action, or humanitarian assistance is preferred, as it aligns with the responsibilities of the role.
Experience: The position requires relevant experience in risk education, mine action, or operations, with a minimum of 2 years for candidates with a Bachelor's degree or 6 years for those with a High School Diploma. Experience in Risk Education is mandatory, and familiarity with the UN system and UNOPS procedures is desirable, as it will enhance the candidate's ability to navigate the organizational context effectively.
Languages: Fluency in English (reading, speaking, and writing) is required. Additionally, candidates must be fluent in at least two local languages used in Borno state, which is essential for effective communication with local communities and stakeholders.
