Job Overview:
The position of Infrastructure Public-Private Partnership Consultant is designed for a dynamic and proactive individual who will play a crucial role in supporting the upstream area of the Public-Private Partnership (PPP) Unit within the IDB Group. This role involves contributing to the development of diagnostics, analytical tools, and best practices in PPPs across Latin America and the Caribbean. The consultant will provide technical assistance to various countries in the region, focusing on upstream PPP matters. The consultant will also assist in organizing and coordinating various analytical and technical initiatives led by the PPP Unit, which is part of the Infrastructure Department. This team is responsible for supporting borrowing countries in implementing PPP projects, enhancing regulatory frameworks, and building institutional capacity for effective PPPs. The consultant will engage in activities that include the identification, assessment, and preparation of infrastructure projects to be executed through PPPs, as well as the dissemination of knowledge and best practices related to PPPs in infrastructure.

Duties and Responsibilities:
The consultant will be responsible for a wide range of duties, including but not limited to: collaborating in the development of regional diagnostic exercises at both the country and sectoral levels in Latin America and the Caribbean; facilitating the provision of upstream technical assistance to countries, which includes reviewing PPP regulatory frameworks, diagnosing investment cycles, and conducting project planning and prioritization exercises; advocating for the management and development of PPP knowledge products, with potential for publication as IDB technical notes or research papers; contributing to the generation of analytical inputs for the team and senior management, including the development of presentations and talking points; and cooperating in the administrative and operational management tasks of the PPP team related to upstream activities, such as budget management, activity reporting, and monitoring of internal processes.

Required Qualifications:
Candidates must possess a Master's degree in Economics, Statistics, Public Policy, or other relevant fields that align with the responsibilities of the role. Additionally, candidates should have at least 5 years of experience in Infrastructure Public-Private Partnerships, Technical Assistance, Economics, and Policy. Proficiency in both Spanish and English, both spoken and written, is required for this position.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as Economics, Statistics, Public Policy, or similar disciplines that provide the necessary knowledge and skills to fulfill the responsibilities of the role effectively.

Experience:
The position requires a minimum of 5 years of relevant experience in areas such as Infrastructure Public-Private Partnerships, Technical Assistance, Economics, and Policy. This experience should demonstrate a strong understanding of the complexities involved in PPPs and the ability to provide effective technical assistance to countries in the region.

Languages:
Proficiency in Spanish and English is mandatory for this position, as the consultant will be required to communicate effectively in both languages, both in spoken and written forms. Additional language skills may be considered an asset but are not mandatory.

The position is offered as an international consultant role, which is full-time and has a duration of 12 months, with the possibility of extension up to 36 months.
