Job Overview: The TRVST Implementation Management Consultant will provide technical leadership and hands-on support for the introduction and operationalization of the Traceability and Verification System (TRVST) in Uganda. This system is designed to enhance visibility, accountability, and control over vaccines and essential health products, thereby preventing issues such as falsifications, leakages, and diversions. The consultant will guide national counterparts through all phases of the process, including deployment, configuration, pilot implementation, training, monitoring, and providing recommendations for future deployment modalities. The role involves collaboration with the Ministry of Health, National Drug Authority, and various stakeholders to strengthen health supply chain capacity and ensure the successful rollout of TRVST.
Duties and Responsibilities:
Review the Current Traceability Landscape: Assess existing policies, strategies, regulations, and guidelines related to traceability; identify roles and responsibilities of key stakeholders; evaluate existing digital supply chain systems for integration opportunities with TRVST; develop a high-level implementation roadmap.
Support In-Country Deployment of TRVST: Prepare deployment concept notes, lead rollout workshops, orient District Health Officers on vaccine traceability, conduct regional workshops, and capture lessons learned during the pilot.
Lead Benchmarking and Technical Learning Visits: Develop scopes of work for benchmarking engagements, coordinate international technical visits, and compile reports on key learnings.
Support Serialization Implementation by Local Manufacturers: Identify local manufacturers, engage them on serialization standards, and draft adoption roadmaps.
Final Reporting and Knowledge Dissemination: Compile comprehensive final activity reports, present findings to stakeholders, draft advocacy briefs, and document lessons learned for future sustainability and scale-up.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as Public Health, Health Information Systems, Biomedical Engineering, Supply Chain and Logistics, or related technical fields. They should have proven knowledge and hands-on experience implementing GS1 standards, with over 8 years of experience in supporting digital supply chain solutions. Strong project management skills, familiarity with methodologies like Agile and Waterfall, and the ability to manage multi-stakeholder engagements are essential. Excellent communication, presentation, and technical writing skills are also required.
Experience: The position requires over 8 years of experience in supporting digital supply chain solutions across diverse health system contexts. Candidates should have demonstrated expertise in project management, including planning, budgeting, risk mitigation, and team coordination. Familiarity with project management methodologies and the ability to navigate Product Information Management (PIM) systems is also important.
Languages: Proficiency in English is mandatory. Knowledge of additional languages may be considered an asset, enhancing communication with diverse stakeholders.
