Job Overview:
The WASH Officer (Environment and Climate) position is crucial for contributing to UNICEF Uganda's Country Programme, focusing on enhancing the capacity of various stakeholders, including government entities, NGOs, and community organizations, to implement child-centered policies related to environment, climate, and disaster risk reduction. The role involves addressing environmental and climate-related challenges that affect children and their caregivers, developing sustainable community services, and generating evidence to inform interventions. The officer will work under the supervision of the Chief WASH (Environment and Climate) and will be responsible for planning, implementing, and monitoring programs that address climate and environmental risks to children.

Duties and Responsibilities:
The key functions of the WASH Officer include:
  • Programme development and planning: Collaborating with stakeholders to design and implement effective WASH programs.
  • Programme management, monitoring, and delivery of results: Ensuring that programs meet their objectives and are delivered on time and within budget.
  • Technical and operational support for programme implementation: Providing guidance and support to teams on technical aspects of WASH initiatives.
  • Networking and partnership building: Establishing and maintaining relationships with government, NGOs, and community organizations to enhance program effectiveness.
  • Humanitarian WASH preparedness and response: Preparing for and responding to humanitarian crises that impact WASH services.
  • Innovation, knowledge management, and capacity building: Promoting innovative solutions and building the capacity of local partners to sustain WASH initiatives.

Required Qualifications:
Candidates must possess an advanced university degree in Civil/Public Health Engineering, Environmental Studies/Management, or a related technical field. While advanced degrees are preferred, a relevant university degree may be considered. Additional post-graduate courses that complement the main degree are also required. Candidates should demonstrate a strong understanding of WASH-related programs and policies, particularly in developing countries.

Educational Background:
An advanced university degree in a relevant field such as Civil/Public Health Engineering or Environmental Studies/Management is required. Candidates with a university degree in these fields may also be considered if they meet other qualifications. Additional relevant post-graduate courses are necessary to supplement the main degree.

Experience:
A minimum of two years of professional work experience in WASH-related programs in developing countries is required. Experience within a UN system agency or organization is considered an asset. Candidates should have relevant experience at the country level, particularly in development, fragile settings, and humanitarian contexts, as well as experience in Environment and Climate Actions related programming in developing countries.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.
