Job Overview: The Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security Technical Advisor – Zoonoses & AMR will play a pivotal role in providing technical leadership and strategic guidance to enhance zoonotic and antimicrobial resistance (AMR) surveillance in Uganda. This position is part of the Strengthening Infectious Disease Detection Systems (STRIDES) initiative, which aims to build robust capabilities for preventing, detecting, and responding to infectious disease threats. The advisor will work closely with government partners, including ministries responsible for livestock and health, to foster cross-sectoral coordination. Responsibilities include providing administrative support for project operations, contributing to project design and budgeting, and enhancing integrated surveillance and data sharing initiatives. The advisor will also be involved in policy development aligned with national strategies and global health security priorities, ensuring that project implementation adheres to established guidelines and best practices.
Duties and Responsibilities: The duties and responsibilities of the Global Health Security Technical Advisor include providing technical expertise in zoonotic disease and AMR surveillance, offering expert advice for the design and improvement of human and animal health laboratories, and ensuring that project activities are implemented according to standard operating procedures. The advisor will support the development and review of documents related to health surveillance, provide training to laboratories, and assist in integrating animal health data into national surveillance platforms. Additionally, the advisor will conduct supportive supervision and monitoring of laboratories, track project indicators, prepare reports, and ensure compliance with client and regulatory requirements. The role also involves collaborating with various stakeholders, including ministries and donor agencies, to advance integrated surveillance systems and contribute to national technical working groups.
Required Qualifications: Candidates must possess an advanced degree (master's or higher) in Public Health, Epidemiology, Veterinary Science, International Health, Microbiology, Infectious Disease, or a related field. A bachelor's degree in Human/Veterinary Medicine or a related field, accompanied by extensive relevant experience, is also acceptable. Additional qualifications or certifications in relevant areas will be considered an advantage. Candidates should demonstrate a strong understanding of public health principles and practices, particularly in relation to zoonotic diseases and AMR.
Educational Background: The educational background required for this position includes an advanced degree in a relevant field such as Public Health, Epidemiology, or Veterinary Science. A bachelor's degree in Human or Veterinary Medicine or a related field is also acceptable, provided it is accompanied by significant relevant experience. Candidates with additional certifications or qualifications in related areas will have an advantage in the selection process.
Experience: The position typically requires at least 8 years of relevant experience in public health, animal health, and zoonotic diseases. Candidates should have demonstrated experience in diagnostics, surveillance, epidemiology, and AMR, as well as experience in cross-sectoral or One Health implementation. Prior work experience in a non-governmental organization (NGO), government agency, or private sector is preferred, along with proficiency in the English language.
Languages: Fluency in English is mandatory for this position, as the advisor will be required to communicate effectively with clients and staff. While English is the primary language required, knowledge of additional languages may be considered beneficial but is not mandatory.
Additional Notes: This position does not have supervisory responsibilities but may provide guidance to lower-level staff. The advisor will typically report to the director" style="border-bottom: 1px dotted #007bff !important;">Technical Director. The role may require travel of approximately 10% to 25%.
