Job Overview:
The Human Resources for Health (HRH) Technical Officer position is crucial for the EpiC Uganda project, which aims to provide integrated life-saving HIV/TB health services across seven regions in Uganda. The HRH Technical Officer will be responsible for overseeing and implementing HRH-related activities, ensuring that the project meets its targets and goals. This role requires collaboration with the Ministry of Health and District Local Governments to address HRH gaps in public facilities while the MOH's roadmap for HRH absorption is being executed. The officer will work closely with regional stakeholders to ensure effective service delivery and compliance with project standards.

Duties and Responsibilities:
The HRH Technical Officer will support the implementation and oversight of regional HRH activities as outlined in the annual EpiC Uganda work plans. Responsibilities include collaborating with local partners and the Ministry of Health to design, implement, and monitor HRH activities, including managing health worker compensation and transitioning to facility staffing structures. The officer will work with the EpiC Uganda Regional Team Lead and Senior Technical Specialist to ensure timely salary provision for health workers, develop roadmaps for transitioning health worker compensation into government systems, and contribute to the writing of technical reports. Additionally, the officer will ensure adherence to activity timeframes and budgets, contribute to program quality initiatives, and apply lessons learned to improve existing and new programs.

Required Qualifications:
Candidates must possess knowledge of health and development programs in Uganda, particularly within the public health sector. Skills in report writing, analytical thinking, and communication are essential, along with the ability to manage multiple tasks efficiently. Proficiency in Microsoft Office Suite is required, and candidates should demonstrate strong organizational and analytical skills. The ability to communicate effectively with clients, colleagues, and partners is also crucial for success in this role.

Educational Background:
A Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences, or other relevant disciplines is required. A Master’s degree in a related field is considered an advantage and may enhance a candidate's qualifications for the position.

Experience:
Candidates should have at least 4 years of relevant work experience or an equivalent combination of education and experience that enables them to perform the key responsibilities of the job effectively. Experience in HIV care and treatment, as well as supporting health worker cadres, is essential. Previous experience working with United States Government or PEPFAR-supported programs, as well as experience in an international NGO or government agency, is desirable.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions served by the EpiC Uganda project.

Additional Notes:
The position may require travel within one of the three regions of Uganda: East, West, or North. The role may involve long hours of computer work and the ability to lift or move up to 5 lbs.
