Job Overview:
The Community Health Service Delivery Technical Officer will play a crucial role in the EpiC Uganda project, which focuses on providing integrated life-saving HIV/TB health services at the community level across seven regions in Uganda. This position requires a strong emphasis on collaboration with local partners and government entities to ensure the effective implementation of community health services. The officer will be responsible for overseeing the deployment of Community Health Extension Workers (CHEWs) and ensuring that they are equipped and supported in their roles. The officer will also contribute to the development of community health strategies and ensure that the project meets its targets and goals. This role demands a high level of organization, communication, and analytical skills, as well as the ability to work effectively in a team-oriented environment.

Duties and Responsibilities:
The duties and responsibilities of the Community Health Service Delivery Technical Officer include supporting the implementation and oversight of community activities as outlined in the EpiC Uganda work plans. The officer will collaborate with local partners and the Ministry of Health to design, implement, and monitor community activities, including the deployment and equipping of newly trained CHEWs. They will work closely with the Regional Team Lead and Senior Technical Specialist to provide logistical support to CHEWs, ensuring compliance with donor requirements and maintaining comprehensive financial records. The officer will also assist District Local Governments and the Ministry of Health in developing roadmaps for transitioning CHEWs' logistics support into government planning and budgeting cycles. Additionally, the officer will support CHEWs in utilizing electronic Community Health Information Systems and standard data documentation tools, ensuring accurate reporting of health outcomes. The officer will contribute to writing technical reports and achieving high-quality results in line with the project’s targets, while also ensuring that activity timeframes and budgets are met. Other duties may be assigned as necessary.

Required Qualifications:
Candidates must possess knowledge of health and development programs in Uganda, particularly in the public health sector and national health information management systems. They should have experience working at the community level with local partners and possess strong report writing, analytical, and communication skills. The ability to manage multiple tasks with limited resources and meet deadlines with attention to detail is essential. Proficiency in database management software and the Microsoft Office Suite is required, along with the ability to analyze data and prepare reports. Candidates should be articulate and professional in their communication with clients and partners.

Educational Background:
A Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences, or other relevant disciplines is required. A Master’s degree in a related field will be considered an advantage.

Experience:
Candidates should have at least 4 years of relevant work experience or an equivalent combination of education and experience that enables them to successfully perform the key responsibilities of the job. Relevant experience in HIV care and treatment, community health programs, and supporting health worker cadres is essential. Previous experience working with United States Government or PEPFAR-supported programs, as well as experience in an international NGO or government agency environment, is desirable.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.

Additional Notes:
The position requires the ability to travel within one of three regions of Uganda: East, West, or North. Candidates should be prepared for long hours of computer work and the physical demands of the job, including the ability to lift or move up to 5 lbs.
