Job Overview: The consultancy aims to support the implementation of Water, Sanitation, and Hygiene (WASH) in institutions, particularly in schools and health care facilities, while facilitating the development and implementation of climate actions. The consultant will work under the supervision of the Chief WASH, Environment, and Climate, focusing on improving access to climate-resilient WASH services in the Karamoja sub-region of Uganda. This role is critical in addressing the challenges faced by children in accessing safe water and sanitation services, particularly in hard-to-reach areas. The consultant will engage in situation analysis, technical assistance, and partnership strengthening to enhance the effectiveness of WASH and climate action initiatives.
Duties and Responsibilities: The consultant will undertake several key tasks, including conducting a situation and bottleneck analysis for the WASH sector, providing technical assistance for WASH in institutions, supporting climate adaptation efforts, strengthening partnerships with various stakeholders, and monitoring and evaluating WASH and climate actions. The consultant will also prepare reports, documentation, and communication materials related to the WASH and Climate Actions, ensuring that all interventions are aligned with UNICEF's strategic objectives. Additionally, the consultant will develop an inception report detailing program management interventions, risk mitigation measures, and communication strategies, culminating in a final report that highlights key lessons learned and recommendations for future program management.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or higher) in fields such as Public Health, Environmental Sanitation, Social Science, or Civil/Environmental Engineering. A minimum of 5 years of professional experience in program management, monitoring and evaluation, or knowledge management related to WASH, Environment, and Climate programs in low-middle-income countries is required. Familiarity with the WASH sector in Uganda, experience in donor relations, and previous work with UNICEF or UN agencies are considered assets. Fluency in English is mandatory, and knowledge of another UN language or a local language is advantageous.
Educational Background: An advanced university degree (Master’s or higher) in relevant fields such as Public Health, Environmental Sanitation, Social Science, or Civil/Environmental Engineering is required for this position. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to the WASH and climate action initiatives.
Experience: The position requires a minimum of 5 years of responsible professional work experience in program management, monitoring and evaluation, or knowledge management related to WASH, Environment, and Climate programs. Experience in low-middle-income country settings is particularly valuable, as it provides insight into the unique challenges and opportunities present in these contexts. Strong experience in donor relations and partnership work is also beneficial, especially familiarity with organizations such as KOICA and previous work experience in UNICEF or other UN agencies.
Languages: Fluency in English is required for this position. Additionally, knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, as it may enhance communication and collaboration with diverse stakeholders in the region.
