Job Overview:
The Monitoring and Evaluation (M&E) Consultant will play a crucial role in implementing the M&E plan for the African Risk Capacity (ARC) Group. This position involves overseeing and managing all M&E activities within the ARC Group's M&E program, ensuring that performance data is routinely collected and analyzed. The consultant will work closely with various departments within ARC to compile and analyze data on performance indicators, manage partnerships with in-country and international entities, and contribute to the development of ARC's annual report. The role requires a proactive approach to capacity building, training ARC staff and partners on M&E frameworks, and ensuring that the M&E program aligns with existing initiatives to improve overall effectiveness. The consultant will also be responsible for synthesizing audit results into actionable insights and recommendations for enhancing ARC's operational procedures and impact at the national level.

Duties and Responsibilities:
The M&E Consultant will be responsible for a comprehensive set of duties, including but not limited to: overseeing and managing all M&E activities within the ARC Group's M&E program; tracking and reporting on the ARC log-frame; contributing to organizational reporting; managing procurement and evaluations; conducting capacity building initiatives; maintaining partnerships with in-country and international entities; compiling and analyzing performance data from various sources; producing and maintaining dashboards for ARC departments; conducting training sessions for staff and partners on M&E processes; managing relationships with partner agencies; leading the development and refinement of ARC's M&E framework; managing procurement processes for external M&E firms; synthesizing audit results into lessons learned; contributing to project proposals; and supporting government counterparts in establishing M&E systems related to disaster risk management (DRM).

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, international development, economics, development economics, finance, or a related field. Additionally, candidates should have strong computer skills, particularly in MS Office applications, and possess strong analytical skills for data analysis and triangulation. Exceptional communication skills and the ability to maintain effective working relationships with various stakeholders are essential. Candidates should demonstrate a strong teamwork ethic and the ability to manage stakeholder relationships effectively.

Educational Background:
An advanced university degree in relevant disciplines such as social sciences, international development, economics, development economics, finance, or another relevant field is required for this position. This educational background is crucial for understanding the complexities of monitoring and evaluation in the context of humanitarian and development projects.

Experience:
A minimum of 6 years of experience in monitoring and evaluation of development or humanitarian projects is required, with at least one year of international experience in Africa. Candidates should have experience in conducting both quantitative and qualitative data collection in developing countries, demonstrating a solid understanding of M&E methodologies and practices.

Languages:
Fluency in English and French is mandatory for this position. Additionally, limited knowledge (intermediate/level B) of another AU official language, such as Arabic or Portuguese, is desirable, enhancing the consultant's ability to communicate effectively within the diverse contexts of the African Union.

This position is a Regular Consultant role with a contract duration of 6 months. The consultant will be based in Abidjan, Côte d'Ivoire, and is expected to work full-time.
