Job Overview: The Public Health Expert will play a crucial role in supporting the WHO Country Office in Qatar to fulfill its mandate of strengthening national health systems and advancing the objectives of Sustainable Development Goal 3, which focuses on Good Health and Well-being. This position involves coordinating and providing technical support for public health initiatives, facilitating regional mission engagements, and overseeing the design and implementation of health surveys. The expert will contribute to the development of strategic documents and country support plans that align with national health priorities and WHO’s global and regional strategies. The role requires close collaboration with the Ministry of Public Health and other stakeholders, including public institutions, private sector actors, NGOs, and civil society, to design and implement evidence-based interventions that enhance health system performance, improve population health outcomes, promote health literacy, and foster inclusive, equity-driven public health advocacy. This assignment is central to WHO Qatar’s mission of supporting multisectoral collaboration, capacity building, and policy development to ensure equitable, accessible, and resilient health services for all people in Qatar.
Duties and Responsibilities: The Public Health Expert will undertake several key tasks under the direct supervision of the WHO Representative. These include coordinating technical assistance to Ministry of Health focal points across various public health disciplines, contributing to the development of strategic documentation and concept notes for program activities, and creating communication products aimed at public health advocacy. The expert will work with the Country Office team to develop initiatives focusing on non-communicable diseases (NCDs) and promote best practices to improve health outcomes. Additionally, the expert will assess the engagement of individuals with lived experience of cancer and support the Ministry of Health in developing a detailed proposal outlining strategic activities and interventions to address identified priorities. This will involve initiating the implementation of proposed activities, providing technical support, and liaising with stakeholders to manage challenges and leverage opportunities. The expert will also be responsible for developing a final report with recommendations for scaling meaningful engagement activities within the health sector and beyond.
Required Qualifications: Candidates for the Public Health Expert position should possess a strong background in public health, with a focus on health systems strengthening and policy development. They should have experience in coordinating public health initiatives and working with diverse stakeholders, including government agencies, NGOs, and the private sector. Strong analytical and communication skills are essential, as well as the ability to work collaboratively in a multicultural environment. The ideal candidate should demonstrate a commitment to equity and inclusivity in public health advocacy and interventions.
Educational Background: A relevant advanced degree in public health, health policy, or a related field is required for this position. Candidates with additional certifications or training in areas such as epidemiology, health systems management, or global health will be preferred. A strong academic background that includes research and practical experience in public health is essential.
Experience: The position requires a minimum of 5 years of professional experience in public health, with a focus on health systems strengthening, policy development, and program implementation. Experience working with international organizations, particularly in the context of health initiatives, is highly desirable. Candidates should have a proven track record of successfully managing public health projects and collaborating with various stakeholders to achieve health outcomes.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of public health initiatives in Qatar. Proficiency in additional languages may be considered an asset.
Additional Notes: This position is classified as a National UN Expert Volunteer role in Qatar. The selected candidate will receive a Monthly Volunteer Living Allowance (VLA) of QAR 14,019.92, along with an expertise differential of QAR 5,607.96 paid monthly. The role includes annual and learning leaves, an entry lump sum of USD 400, and an exit allowance upon successful completion of the assignment. The candidate will also benefit from free medical and life insurance, as well as access to various learning platforms. The position is full-time and involves working closely with the Ministry of Public Health and other stakeholders to enhance public health initiatives in Qatar.
