Job Overview: The Project Analyst (Officer) will play a crucial role in supporting the implementation of the Green Energy Recovery Programme in Ukraine, which aims to diversify the country's energy mix and address the impacts of the ongoing war on its energy systems. This position involves ensuring the quality and timely delivery of project outputs, developing detailed implementation plans, coordinating the work of experts and consultants, and providing substantive input to project activities. The incumbent will also be responsible for monitoring project progress, ensuring compliance with UNDP policies, and facilitating effective partnerships with various stakeholders, including government agencies and local authorities. The role requires a commitment to gender equality and the promotion of UNDP's mandate as a gender-responsive organization.
Duties and Responsibilities:
Ensure delivery and quality of the Green Energy Recovery Programme management results by:
- Ensuring that the quality of Programme inputs meets expected standards and is sufficient to produce project outputs and targets.
- Developing a detailed Programme implementation plan and coordinating the work of experts and consultants, including preparing terms of reference and managing project activities and budget expenditures.
- Providing substantive input to project activities and ensuring timely implementation, including reporting on progress against planned activities.
- Conducting regular monitoring to ensure achievement of targets in line with the annual work plan and compliance with corporate SoP.
- Capturing lessons learned during project implementation and ensuring compliance with UNDP project management policies.
- Facilitating project recruitment and personnel management, ensuring a due selection process for project experts and consultants.
- Controlling and monitoring finance and budget activities of the Programme.
- Maintaining contacts with UNDP Operations Centre on various operational issues.
- Performing other duties as assigned.
Interact effectively with senior levels of partner organizations to support activities under the Programme, including:
- Determining the partnerships landscape to ensure optimal partnerships for the Programme.
- Supporting partnerships between UNDP and various ministries and local administrations.
- Strengthening capacity and institutional coordination among partners.
- Ensuring effective positioning of the UNDP Programme in alignment with national priorities.
- Assisting in identifying opportunities for cooperation and promoting information exchange.
- Representing the Programme at panels and workshops.
- Leading and managing new partnerships to support Programme implementation.
- Acting as an advisory service provider for relationships with authorities and organizations.
Required Qualifications:
Advanced university degree (Master’s Degree) in business administration, management, economics, human resources, finance, accounting, social sciences, energy, engineering, climate, public policy, public administration, or related fields. A first-level university degree (Bachelor’s Degree) with additional qualifying experience will also be considered.
Minimum 2 years of relevant work experience (with Master’s Degree) or 4 years (with Bachelor’s Degree) in administration, finance, programme/project support, quality assurance, international cooperation, sustainable development, or related fields.
Experience in using computers and office software packages (MS Word, Excel) and advanced knowledge of spreadsheet and database packages.
Familiarity with UN/UNDP procedures and experience with Quantum is an asset.
Communication experience related to energy sector rehabilitation, green energy, environmental conservation, climate change, or sustainable development is desirable.
Strong experience in stakeholder coordination in the energy sector is preferred.
Educational Background: Candidates must possess an advanced university degree (Master’s Degree) in relevant fields such as business administration, management, economics, human resources, finance, accounting, social sciences, energy, engineering, climate, public policy, or public administration. A first-level university degree (Bachelor’s Degree) in these areas, combined with additional qualifying experience, will also be considered.
Experience: The position requires a minimum of 2 years of relevant work experience for candidates with a Master’s Degree or 4 years for those with a Bachelor’s Degree. This experience should be at the national or international level and should encompass areas such as administration, finance, programme/project support, quality assurance, international cooperation, and sustainable development.
Languages: Fluency in English and Ukrainian, both spoken and written, is required for this position. This proficiency is essential for effective communication and collaboration within the context of the Programme and with various stakeholders.
