Job Overview: The National HR Officer (Organizational Design and Classification) plays a crucial role in supporting the implementation of the Organization’s Job Classification and Organizational Design Frameworks. This position is responsible for ensuring that these frameworks are effectively integrated with workforce capacity planning and client service delivery. The officer will coordinate and provide efficient, effective, and timely support and operational services to internal stakeholders, utilizing AI tools and data-driven insights to enhance accuracy, consistency, and decision-making. The role is pivotal in aligning classification, organizational design, management, and workforce capacity initiatives, contributing to the development of a responsive, agile, and well-structured organization that meets evolving business and client needs. The officer will prepare classification analyses and comprehensive evaluation reports of jobs across various categories, ensuring compliance with ICSC classification standards and organizational instructions. This position also involves providing technical guidance to managers and HR staff, advising on the preparation of Post Descriptions, and supporting the maintenance of organizational charts. The officer will participate in the development of Generic PDs and contribute to projects aimed at strengthening classification and job design practices across IOM.
Duties and Responsibilities: The National HR Officer will be responsible for a wide range of duties, including but not limited to: preparing classification analyses and comprehensive evaluation reports of jobs in various categories; reviewing and verifying classifications prepared by other staff to ensure consistency and compliance; conducting classification and organizational design exercises both remotely and on-site; providing technical guidance to managers and HR staff on HR policies and procedures; advising on the preparation of Post Descriptions, terms of reference, and vacancy notices; maintaining organizational charts and ensuring accuracy of reporting lines; contributing to the development of Job Families and frameworks on Position Management; analyzing organizational structures and documenting the organizational design process; identifying issues requiring changes to rules or policies and recommending improvements; participating in the development of Generic PDs; contributing to projects aimed at enhancing classification practices; developing the capacity of HR staff through training and guidance; preparing statistics and reports for management briefings; maintaining accurate classification records and documentation; and participating in meetings and training sessions related to classification and organizational design.
Required Qualifications: Candidates must possess a Master’s degree in Human Resources, Business Administration, Psychology, Social Sciences, or related fields. Alternatively, a Bachelor’s degree in the aforementioned fields combined with two years of relevant professional experience is acceptable. The educational qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database. Additionally, candidates should demonstrate progressively responsible experience in Human Resources Management, proven experience in leveraging Artificial Intelligence to optimize HR processes, and experience working in a multicultural environment. Desirable qualifications include previous work experience in international organizations, strong knowledge of job evaluation methodologies, and hands-on experience conducting Job Evaluation exercises.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Human Resources, Business Administration, Psychology, or Social Sciences. Candidates with a Bachelor’s degree in these fields are also eligible if they have two years of relevant professional experience. It is essential that the educational qualifications are from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that the candidates have received a quality education that meets international standards.
Experience: The position requires candidates to have progressively responsible experience in Human Resources Management. This includes proven experience in utilizing Artificial Intelligence to enhance HR processes and operational efficiency. Candidates should also have experience working in a multicultural environment, which is crucial for understanding and navigating the diverse contexts in which IOM operates. Desirable experience includes previous work in international organizations or with UN agencies, as well as strong knowledge of job evaluation and classification methodologies, including hands-on experience in conducting Job Evaluation exercises and applying UN Master Classification Standards.
Languages: The mandatory language requirement for this position is proficiency in English. Knowledge of additional languages, particularly those relevant to the regions in which IOM operates, is considered an asset and may enhance a candidate's application.
