Job Overview: The Data Management Officer/Senior Data Management Officer position within the Statistics Department's Data Governance and Services division is pivotal in implementing effective data management practices, standards, and tools that align with the department's data architecture and governance framework. This role is essential for ensuring the consistency, interoperability, and quality of economic data and metadata across various departmental datasets. The Data Management Officer will work closely with divisional management and collaborate with economists, IT specialists, and external partners to enhance data accessibility and modernize data dissemination systems. The position requires a strong analytical mindset, technical skills, and the ability to communicate complex technical ideas clearly. The officer will also contribute to the development of training materials and documentation to foster continuous improvement in data practices throughout the department.
Duties and Responsibilities: The specific duties and responsibilities of the Data Management Officer include:
Contributing to the maintenance and validation of metadata and reference data structures, ensuring they align with the SDMX information model and the Fund’s metadata standards.
Supporting the implementation of data governance policies, procedures, and standards under the Fund’s Data Governance Framework, ensuring compliance with best practices and data quality principles.
Assisting in the design, development, and testing of SDMX-based data structures and processes to facilitate standardized data exchange and interoperability across Fund datasets and with external partners.
Participating in the development and implementation of quality assurance processes for data and metadata published in the IMF Data Catalog and other dissemination platforms.
Collaborating with ITD and internal data owners to translate business and data requirements into system specifications, ensuring that data collection, storage, and dissemination systems meet user needs.
Supporting the documentation of data models, processes, and business rules to ensure transparency and knowledge sharing across teams.
Contributing to internal training and knowledge-sharing activities on SDMX, metadata management, and data governance practices, helping strengthen technical capacity within the department.
Providing technical assistance to member countries, under supervision, in the design and modernization of data and metadata management practices using international standards.
Performing other duties as assigned by the Division Management or Senior Data Architect, in support of evolving project and organizational needs.
Required Qualifications: Candidates must possess a solid understanding of statistical data management principles, concepts, and methodologies, and the ability to apply them in operational and analytical tasks. Experience in contributing to the design and implementation of SDMX artifacts, including code lists and data structure definitions, is essential. The ability to maintain and align metadata structures to improve data consistency, discoverability, and usability across systems and datasets is required. Familiarity with current IMF technologies and tools used in data management, such as iData Studio, is also necessary. Candidates should have a basic knowledge of models and frameworks like the Generic Statistical Business Process Model (GSBPM) and an interest in applying them to support best practices in statistical data management. Working knowledge of at least one programming language commonly used for data analytics, such as Python, R, or Java, is required to assist with data validation, transformation, and reporting. Strong analytical and problem-solving skills, attention to detail, and the ability to prioritize tasks effectively are also important.
Educational Background: A relevant educational background is essential for this position. Candidates should have a degree in statistics, economics, data science, computer science, or a related field. Advanced degrees or certifications in data management or statistical analysis are highly desirable and may enhance a candidate's qualifications for this role.
Experience: Candidates should have a minimum of several years of experience in data management, statistical analysis, or a related field. Experience in working with international standards for data management and governance, as well as familiarity with the IMF's operational environment, will be considered an asset. The ability to work collaboratively in a multicultural environment and adapt to shifting project needs and deadlines is crucial.
Languages: Proficiency in English is mandatory, as it is the working language of the IMF. Knowledge of additional languages, particularly those of member countries, is considered a plus and may enhance communication with diverse stakeholders.
Additional Notes: This position is a 3-year Term appointment in accordance with the Fund’s employment rules. Candidates who are already staff members on a term appointment may continue their current term but may receive an extension if their current term has not already been extended.
