Job Overview:
The Shelter/WASH Technical Assistant plays a crucial role in the implementation of NRC’s Shelter and WASH projects in Libya. This position involves field-based activities that ensure the technical quality of the projects while adhering to NRC policies and guidelines. The assistant will be responsible for the day-to-day management of project activities, ensuring that they are executed according to approved work plans and action plans. The role requires a strong focus on community engagement, ensuring that the needs of the most vulnerable populations are prioritized. The assistant will also be involved in monitoring and evaluation processes, contributing to the overall effectiveness of the programs. This position is essential for maintaining compliance with Housing, Land and Property (HLP) considerations and promoting safe and inclusive programming throughout the project cycle.

Duties and Responsibilities:
The duties and responsibilities of the Shelter/WASH Technical Assistant include:
  • Ensuring adherence to NRC policies, tools, handbooks, and guidelines in all project activities.
  • Implementing delegated Shelter/WASH activities according to approved work plans and action plans.
  • Preparing and submitting status and progress reports as required by management.
  • Managing proper filing and information management, including timely data entry and uploads.
  • Targeting assistance to the most vulnerable populations and exploring innovative ways to improve service delivery.
  • Promoting technical improvements and adaptations based on field experiences.
  • Applying Safe & Inclusive Programming (SIP) and Diversity, Inclusion & Participation (DIP) principles throughout the project cycle.
  • Actively promoting PSEA (Protection from Sexual Exploitation and Abuse) standards and adhering to NRC’s Code of Conduct. Specific responsibilities include supporting the successful delivery of Shelter and WASH activities, conducting field visits for monitoring and support, ensuring technical quality in line with NRC strategies, facilitating community consultations, supporting assessments, ensuring protection mainstreaming, and coordinating with various stakeholders for effective project implementation.

Required Qualifications:
Candidates must possess a strong understanding of the Libya context and local construction norms. They should have experience in direct-led programming and contractor supervision, as well as experience in supervising construction and rehabilitation works. Strong community engagement and communication skills are essential, particularly in liaising with authorities and stakeholders. Educational Background:
A relevant educational background is required for this position, ideally in fields related to construction, engineering, social sciences, or humanitarian assistance. The position requires candidates to have prior experience in humanitarian programming, particularly in Shelter and WASH sectors. Languages:
Fluency in Arabic is mandatory, given the local context and the communities served. Proficiency in English is also required to facilitate communication with international staff and stakeholders. Additional languages relevant to the local context may be considered an asset, enhancing the candidate's ability to engage with diverse communities.

This position is based in Libya and involves fieldwork in various locations, including Tripoli, Tawergha, and Misrata.
