Job Overview: The HR Expert (Sickness Insurance) position is crucial within the Directorate of People at EUROCONTROL, specifically in the Staff Administration and Support Unit. The selected candidate will be responsible for providing expert advice and guidance on HR matters related to sickness insurance. This includes overseeing contracts, ensuring regulatory compliance, and supporting stakeholders. The role requires collaboration with internal and external partners to enhance HR services and organizational performance. The HR Expert will also be involved in drafting and revising Office Notices and Rules of Application, leading technical meetings, and coordinating team contributions to ensure effective execution of objectives. The position demands a proactive approach to problem-solving and a commitment to continuous improvement in HR practices.
Duties and Responsibilities: The HR Expert will have a wide range of responsibilities, including:
Providing expert advice on HR matters related to sickness insurance, ensuring compliance with applicable rules and best practices.
Preparing tender specifications, evaluating offers, and overseeing contract execution to ensure adherence to contractual obligations.
Contributing to the social dialogue process by drafting Office Notices and leading technical meetings with social partners.
Coordinating and overseeing team contributions, providing guidance and support to ensure alignment with service objectives.
Assisting staff and managers with complex sickness insurance-related issues and ensuring effective communication.
Collaborating with partners and participating in events to share expertise and drive improvements in HR services.
Collecting and analyzing operational data related to the sickness insurance fund to support decision-making.
Producing and reviewing statistics, reports, and working documents, and contributing to audits and compliance activities.
Designing and implementing HR policies and processes related to sickness insurance to enhance service delivery. 1
Staying updated on technological developments and sharing knowledge within the organization. 1
Delivering training and sharing expertise with relevant teams. 1

Required Qualifications: Candidates must meet one of the following qualifications:
Completion of third-level studies in a relevant field (e.g., Business Administration, HR Administration) at European Qualifications Framework (EQF) Level 7, followed by at least 3 years of relevant professional experience.
Completion of third-level studies in a relevant field at EQF Level 6, followed by at least 4 years of relevant professional experience. Additionally, candidates should have experience in applying HR processes and interpreting legal provisions applicable to HR, with experience in international or intergovernmental organizations considered an asset. Familiarity with social insurance providers is also advantageous. Candidates should demonstrate excellent command of MS Office, project management skills, and strong analytical and problem-solving abilities.
Educational Background: The educational background required for this position includes a degree in a relevant field such as Business Administration or HR Administration. Candidates must have completed their studies at a level that meets the European Qualifications Framework (EQF) Level 6 or 7, which corresponds to a bachelor's or master's degree. This educational foundation is essential for understanding the complexities of HR processes and regulations, particularly in relation to sickness insurance.
Experience: The position requires candidates to have a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should include applying HR processes, interpreting legal provisions related to HR, and working within an international or intergovernmental organization. Experience with social insurance providers is also beneficial, as it directly relates to the responsibilities of the role. Candidates should demonstrate a proven track record of managing HR-related tasks and projects effectively.
Languages: Candidates must be proficient in English and French, with a requirement of C1/C2 level proficiency in one language and B1/B2 level proficiency in the other. This language proficiency is essential for effective communication within the multinational and multicultural environment of EUROCONTROL. Additional Notes: The position is a full-time role with a contract duration of 5 years, which may be extended or converted into an undetermined contract. The selected candidate will be required to complete a probationary period of nine months before being established in the post. The role is classified at the AD6-AD9 job level, and candidates are encouraged to check salary simulations for the basic grade. The working arrangement is hybrid, allowing for a combination of onsite presence and remote work, although full-time remote work is not permitted.
