Job Overview: The Payroll Expert position is a critical role within the Directorate of People at EUROCONTROL, specifically within the Staff Administration and Support Unit. The selected candidate will be responsible for providing expert advice and guidance on HR matters with a strong emphasis on payroll management. This includes ensuring compliance with applicable regulations and best practices, analyzing payroll and financial data to support decision-making, and overseeing the development and maintenance of payroll systems. The role also involves producing reports and statistics, contributing to audits, and collaborating with various stakeholders to enhance HR services. The Payroll Expert will play a key role in designing and implementing HR policies related to payroll, ensuring that service delivery is improved and user experience is enhanced. The position requires a proactive approach to staying updated on technological advancements and sharing knowledge within the organization. The successful candidate will also be responsible for training staff and providing support on complex payroll issues, ensuring effective communication and resolution of any challenges that arise.
Duties and Responsibilities: The Payroll Expert will have a comprehensive set of responsibilities, including:
Providing expert advice and guidance on HR matters, particularly payroll-related issues.
Collecting, analyzing, and interpreting payroll and financial data to support decision-making processes.
Overseeing the development and maintenance of payroll tools, including preparing technical specifications and performing system evaluations.
Producing and reviewing various reports, dashboards, and forecasts, and contributing to audits and compliance activities.
Coordinating and overseeing the contributions of team members, providing guidance and support to ensure effective execution of tasks.
Designing, reviewing, and implementing HR policies and processes related to payroll, focusing on service delivery and regulatory compliance.
Providing guidance and support to staff and managers on complex payroll issues.
Collaborating with internal and external partners to drive continuous improvement in HR services.
Staying updated on technological developments and sharing insights within the organization. 1
Delivering training and sharing knowledge with relevant teams. 1
Carrying out any other tasks in line with the main purpose of the job.
Required Qualifications: Candidates must meet one of the following qualifications:
Completion of third-level studies in a relevant field such as Business Administration, Finance, Economics, or HR Administration, meeting European Qualifications Framework (EQF) Level 7, followed by at least 3 years of relevant professional experience.
Completion of third-level studies in a relevant field meeting EQF Level 6, followed by at least 4 years of relevant professional experience. Internal candidates may refer to the intranet for equivalency of in-house experience. Candidates should also have experience in applying HR processes and interpreting legal provisions related to payroll, with experience in international or intergovernmental organizations considered an asset. Proficiency in MS Office, particularly Excel, is essential, along with experience in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and familiarity with systems such as SAP, Oracle, and Power BI. Strong financial acumen and project management skills are also required.
Educational Background: The educational background required for the Payroll Expert position includes completion of third-level studies in a relevant field such as Business Administration, Finance, Economics, or HR Administration. Candidates must meet the European Qualifications Framework (EQF) Level 6 or 7, depending on their years of professional experience. This educational foundation is crucial for understanding the complexities of payroll management and HR processes.
Experience: The position requires candidates to have a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should include applying HR processes and interpreting legal provisions related to payroll. Experience gained within an international or intergovernmental organization will be considered an asset, as it provides valuable insights into the unique challenges and regulations associated with payroll in a multinational context.
Languages: Candidates must have a strong command of both English and French, with proficiency at level C1/C2 in one language and independent user level B1/B2 in the other. This language proficiency is essential for effective communication within the organization, as the working languages of EUROCONTROL are English and French. Candidates should be able to draft documents and communicate complex payroll issues clearly in both languages.
Additional Notes: The Payroll Expert position is a full-time role with a contract duration of 5 years, which may be extended or converted into an undetermined contract. The selected candidate will be required to complete a probationary period of nine months before being established in the post. The position entails management activities, and established staff members will have to serve a confirmation period of nine months. The successful candidate will be appointed at the grade specified in the vacancy notice, and candidates not selected will be placed on a reserve list for similar roles, valid for one year from the closing date of applications.
