Job Overview:
The Field Programme Support Officer will play a crucial role in managing the provision of program support to field programs, ensuring that resources are utilized optimally and processes are streamlined to meet the needs of refugees. The incumbent will provide substantive input on the management of various programs, including education, health, relief, and social services, as well as infrastructure and camp improvement initiatives. This position requires collaboration with headquarters departments to provide authoritative, technical, and strategic policy advice to senior management. The officer will guide and oversee program results in accordance with the Agency’s Common Monitoring Matrix and Annual Operational Plans, while also supporting senior program staff in Gaza to improve services for Palestine refugees. The role involves leading reform initiatives focused on innovation, effectiveness, efficiency, change management, and environmental sustainability. The incumbent will also support senior deputy directors in emergency planning and liaising with partners and stakeholders, ensuring that field program work plans are effectively managed and integrated with humanitarian response frameworks.

Duties and Responsibilities:
The Field Programme Support Officer will be responsible for managing the provision of program support to field programs, ensuring optimal resource use and streamlined processes. Key responsibilities include:
  • Providing substantive input on the management of field education, health, relief, and social services, as well as infrastructure and camp improvement programs.
  • Collaborating with HQ departments to offer technical and strategic policy advice to senior management.
  • Guiding and overseeing program results in accordance with the Agency’s Common Monitoring Matrix and Annual Operational Plans.
  • Supporting senior program staff in Gaza to improve programs and services for Palestine refugees.
  • Leading reform initiatives focused on innovation, effectiveness, efficiency, change management, and environmental sustainability.
  • Providing guidance and support to senior program and administrative staff.
  • Acting as Officer in Charge during the absence of the Senior director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of UNRWA Affairs (Programmes).
  • Overseeing field program-specific work plans and facilitating budget reviews and reporting.
  • Ensuring integration of cross-cutting issues into field operations and humanitarian response frameworks. 1
  • Managing the work of the Field Programme and Projects Support Office, including coordination" style="border-bottom: 1px dotted #007bff !important;">cluster coordination and monitoring systems.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) from an accredited institution in political science, social science, economics, international relations, public or business administration, or a related discipline. Additionally, candidates should have at least ten years of progressively responsible and relevant professional experience in program management, with a minimum of six years managing large-scale, multi-sector teams or operations, including emergency planning and humanitarian response. Relevant international experience outside of UNRWA and the candidate's country of citizenship is also required. Candidates must declare any current or past affiliations that could impact their neutrality and objectivity in performing their duties for UNRWA.

Educational Background:
An advanced university degree (Master’s or equivalent) in political science, social science, economics, international relations, public or business administration, or a related discipline is required. Candidates with a first-level university degree combined with additional years of qualifying experience may also be considered. All university degrees must be stated in the application, and work experience must be detailed in the Personal History Profile (PHP).

Experience:
Candidates should have at least ten years of progressively responsible and relevant professional experience in program management. This includes a minimum of six years managing large-scale, multi-sector teams or programs, particularly in emergency planning and humanitarian response. At least two continuous years of relevant international experience outside of UNRWA and the candidate's country of citizenship is required unless the candidate is already serving as an international staff member in the UN Common System.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Arabic is desirable, with a minimum proficiency level of UN Level I. Familiarity with French is also beneficial, as it is one of the working languages of the United Nations Secretariat.

Additional Notes:
This position is a Fixed Term Appointment for 2 years, with the possibility of further extension based on funding availability, need, and performance. The incumbent will be based in Amman but is expected to move to Gaza if conditions allow. Regular travel within the field and throughout the Agency’s area of operations is required.
