Job Description
Job Posting Organization:
The position is located within the Policy and Best Practices Service (PBPS) of the Division of Policy, Evaluation and Training (DPET), Department of Peace Operations (DPO) of the United Nations. The organization is dedicated to developing and disseminating policies and doctrines that guide the work of Peacekeeping Operations. It also evaluates how these policies are applied, gathers lessons learned, and develops training to ensure effective implementation. The DPET works closely with various UN and external partners to enhance the effectiveness of peacekeeping operations.

Job Overview:
The Programme Management Officer will serve as the Team Leader for the Conflict Related Sexual Violence (CRSV) Team within the protection pillar of the PBPS. This role focuses on providing guidance, operational support, and technical advice to UN peacekeeping operations to implement, monitor, and evaluate activities aimed at preventing conflict-related sexual violence. The incumbent will coordinate closely with other protection teams and engage with Member States to enhance support for the CRSV agenda. The position requires a proactive approach to developing and implementing programs, conducting research, and generating reports to support the mission's objectives.

Duties and Responsibilities:
The Programme Management Officer will lead the CRSV team, developing and implementing programs/projects related to CRSV, monitoring their progress, and initiating corrective actions as needed. Responsibilities include planning and facilitating workshops, building partnerships with key stakeholders, supporting the implementation of section priorities, conducting research and analysis, coordinating policy development, generating survey initiatives, and preparing written outputs. The officer will also provide substantive backstopping for meetings and conferences, conduct training workshops, and lead field missions, ensuring effective communication and coordination with various parties involved in peacekeeping operations.

Required Qualifications:
Candidates must possess a strong understanding of the protection of civilians in armed conflict, particularly regarding conflict-related sexual violence. They should demonstrate analytical and evaluation skills, the ability to conduct independent research, and effective project management capabilities. The role requires a commitment to gender perspectives and the equal participation of women and men in all areas of work. Strong teamwork and organizational skills are essential, as well as the ability to manage conflicting priorities and work efficiently under pressure.

Educational Background:
An advanced university degree (Master's degree or equivalent) in political science, international relations, human rights, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management related to protection matters is required. Candidates should have experience in preventing and responding to conflict-related sexual violence, developing guidance and training, and coordinating inter-agency efforts. Experience with international peacekeeping operations is desirable, particularly in providing support to mission colleagues.

Languages:
English is required for this position, with a minimum proficiency of UN Level II in reading, writing, listening, and speaking. French is considered desirable, also at UN Level II proficiency. Candidates should refer to the UN Language Framework for specific language skill requirements.
