Job Overview:
The Financial Officer position within the Control Unit of the Finance Department (FIN) at the IMF is a dynamic role that involves monitoring and assessing the control environment within the department, including IT aspects. The Control Unit is tasked with overseeing Fund-wide risks, internal controls, and operational risks related to financial operations. The successful candidate will engage in deep analysis and translation of new financial policies into financial systems, manage IT projects, and ensure adequate controls and risk mitigation strategies are in place. This role requires collaboration with a multidisciplinary team, including technology support and consultants, to integrate operational risks and controls into existing financial systems and business processes. The candidate will also contribute to various projects focused on innovation, risk management, internal control assessments, and financial systems optimization, utilizing tools such as Robotic Process Automation (RPA) and AI.

Duties and Responsibilities:
The Financial Officer will be responsible for providing expertise on the IT aspects of complex financial operations, supporting system changes and development projects, and conducting research and analysis from an internal control perspective. Key duties include:
  • Supporting system configurations driven by policy implementation and contributing to large IT capital projects.
  • Researching and analyzing internal control issues and their implications.
  • Assisting in data analysis, extraction, management, and reporting.
  • Developing documentation and assessments related to internal controls.
  • Producing reports for monitoring controls and exceptions.
  • Participating in short-term projects as needed to support the Control Unit's work.
  • Assisting in the development of risk management frameworks, innovation, automation, process mapping, and control framework assessments.

Required Qualifications:
Candidates must possess a strong background and an advanced university degree in finance, business administration, operations risk management, management of IT systems, or AI/citizen development technology. Alternatively, a bachelor's degree with a minimum of six years of relevant professional work experience is required. Candidates with a minimum of two years of experience in a related position at Grade A8 or equivalent will also be considered. Comprehensive knowledge of IT systems beyond end-user capabilities is essential, along with the ability to apply this knowledge to practical business scenarios. Experience in financial systems, Business Intelligence, databases, and data management is advantageous, as is familiarity with innovation tools and process improvement methodologies.

Educational Background:
The position requires an advanced university degree in a relevant field such as finance, business administration, operations risk management, management of IT systems, or AI/citizen development technology. A bachelor's degree combined with significant professional experience may also be acceptable. Professional finance certifications are considered a plus.

Experience:
The ideal candidate should have a minimum of six years of relevant professional experience in finance or a related field. Alternatively, candidates with at least two years of experience in a similar role at Grade A8 or equivalent will be considered. Experience in financial systems, data management, and innovation tools is highly desirable.

Languages:
Strong verbal and written communication skills in English are mandatory for this position. Proficiency in additional languages is considered a plus, as it may facilitate better collaboration with international stakeholders.

Additional Notes:
This vacancy is for a 3-year Term appointment in accordance with the IMF's employment rules. Regular staff members selected for this position will maintain their open-ended status, while contractual employees will be offered a Term staff appointment. Current term staff may receive an extension if their appointment has not already been extended.
