Job Overview:
The position of Consultant to Conduct Institutional, Structural, and Capacity-Building Assessment is critical for the newly established Directorate of Energy Transition (DET) at the Ministry of Energy and Mineral Resources (MEMR) in Jordan. The consultant will be responsible for evaluating the current institutional framework, structural organization, and capacity of the DET to effectively implement energy transition initiatives. This role requires a comprehensive understanding of energy policies, institutional assessments, and capacity-building strategies. The consultant will work closely with MEMR and other stakeholders to identify gaps and recommend improvements that align with national energy goals. The assignment is expected to last for 12 working days over the course of one month, and the consultant will need to submit a proposal directly through the UNDP supplier portal by the specified deadline.

Duties and Responsibilities:
The consultant will undertake several key duties and responsibilities, including but not limited to: conducting a thorough assessment of the institutional framework of the Directorate of Energy Transition; analyzing the current structural organization and identifying areas for improvement; evaluating the capacity of the DET staff and resources to implement energy transition projects; engaging with stakeholders to gather insights and feedback on the DET's operations; developing a comprehensive report that outlines findings, recommendations, and an action plan for capacity building; presenting the assessment results to MEMR and other relevant parties; ensuring that all work is completed within the specified timeframe and in accordance with UNDP standards; and providing ongoing support and guidance to the DET as needed throughout the assessment process.

Required Qualifications:
Candidates must possess a strong background in institutional assessments, energy policy, and capacity building. A proven track record of conducting similar assessments in the energy sector is essential. The consultant should have excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with UNDP's operational procedures and procurement processes is highly desirable. Additionally, candidates should demonstrate a commitment to sustainable development and an understanding of the energy transition landscape in Jordan.

Educational Background:
A master's degree in a relevant field such as energy policy, public administration, international development, or a related discipline is required. Advanced qualifications or certifications in energy management or institutional development would be an asset. The educational background should reflect a strong foundation in both theoretical and practical aspects of energy systems and governance.

Experience:
The position requires a minimum of 5 years of relevant professional experience in conducting institutional assessments, particularly in the energy sector. Experience working with governmental organizations, international development agencies, or NGOs focused on energy transition is preferred. The consultant should have a demonstrated ability to deliver high-quality assessments and reports within tight deadlines, showcasing strong project management skills.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in this language. Proficiency in Arabic is highly desirable, given the local context and the need to engage with stakeholders in Jordan. Knowledge of additional languages may be considered an asset, particularly if they facilitate communication with diverse groups involved in the energy transition.

Additional Notes:
This consultancy position is classified as an individual contractor role, and the contract duration is for 12 working days over one month. The consultant is expected to work flexibly and may need to adjust their schedule to accommodate meetings and discussions with MEMR and other stakeholders. The position is not tied to a specific location within Jordan, allowing for remote work as necessary. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's remuneration policies.
