Job Overview:
The consultant will provide technical support to UNICEF in strengthening Education in Emergencies (EiE) through coordination, knowledge management, planning and reporting, and resource mobilization. The role involves ensuring that EiE is effectively integrated across the region and upholds the right to education for all children, adolescents, and youth. A significant aspect of the position includes close coordination with the Emergency Unit at LACRO, participating in coordination and network meetings, and engaging in internal and external humanitarian planning and reporting processes related to donor proposals and other relevant initiatives. The consultant will also support Education Cluster/Sector coordination in Latin America and the Caribbean, ensuring that education priorities are fully addressed in emergency preparedness and response, including disaster risk reduction within the Education Sector.

Duties and Responsibilities:
  • Coordination: Support the Regional Education Working Group (GRE-LAC) by convening at least seven monthly and ad-hoc meetings, documenting and circulating validated agendas and agreements. Participate in monthly emergency coordination meetings, providing technical inputs and follow-up on agreed actions for the Education Sector. Engage with global partners such as the Global Education Cluster (GEC), GADRRRES, and INEE, ensuring LAC priorities are reflected. Actively participate in regional inter-agency coordination under REDLAC and R4V.
  • Knowledge Management: Produce and disseminate the GRE-LAC monthly bulletin and contribute to GADRRRES quarterly newsletters.
  • Planning and Reporting: Conduct the GRE-LAC annual review of the 2025-2027 Work Plan, including updates based on the first-year review. Revise and update the Terms of Reference (TORs) in line with agreed recommendations. Contribute to reporting requirements, including ROAR, RAM, and CSI inputs. Review UNICEF Education in Emergencies activities in LACRO's Work Plan annually, making necessary updates.
  • Resource Mobilization: Provide technical support in developing, monitoring, and reporting ECHO and other donor proposals related to the Education Sector for LAC, including HAC requirements. Travel expenses for the consultant will be covered, with travel needs to be clarified and agreed upon with UNICEF policies.

Required Qualifications:
  • Education: An advanced university degree (Master’s or higher) in Education Policy and Planning, Education in Emergencies, Humanitarian Affairs, Public Policy or Crisis Response, Education, or Educational Planning is required.
  • Work Experience: A minimum of five years of professional experience in emergency education, disaster risk reduction, and project management support is required. Program management experience at a UN system agency or similar organization is essential. Demonstrated experience working in partnership with a broad range of stakeholders, including UN agencies, INGOs, national authorities, and local partner agencies is required.

Educational Background:
Candidates must possess an advanced university degree (Master’s or higher) in relevant fields such as Education Policy and Planning, Education in Emergencies, Humanitarian Affairs, Public Policy or Crisis Response, or Educational Planning. This educational background is crucial for understanding the complexities of education in emergency contexts and for effectively contributing to UNICEF's mission.

Experience:
The position requires a minimum of five years of professional experience in emergency education, disaster risk reduction, and project management support. Candidates should have program management experience within the UN system or similar organizations, demonstrating the ability to work effectively in partnership with various stakeholders, including UN agencies and local authorities.

Languages:
Fluency in Spanish and good knowledge of English are required for this position. Additional language skills may be considered an asset, particularly those relevant to the regions where UNICEF operates, enhancing communication and collaboration with diverse partners.

The consultancy is home-based and is expected to last for 8 months, from November 2025 to July 202
