Job Overview:
The HR Associate, Client Services plays a crucial role in providing administrative support throughout the employee lifecycle within the Regional and Country Offices. This position involves collaborating closely with the HR Business Partner (HRBP) and Regional HR Analyst/Specialist to deliver high-quality HR services and programs. The HR Associate will be responsible for managing recruitment processes, onboarding and offboarding staff, maintaining HR data, and supporting performance management practices. The role requires a proactive approach to ensure compliance with UNFPA policies and effective communication with various stakeholders. The HR Associate will also contribute to the development and implementation of HR strategies and initiatives that align with the organization's mission and goals.

Duties and Responsibilities:
The HR Associate will be responsible for a wide range of duties, including:
  • Providing HR administrative support for recruitment management processes, including organizing vacancy announcements, interview logistics, and document management for both internationally and locally recruited staff.
  • Assisting in the onboarding and offboarding processes, ensuring compliance with HR policies and providing orientation to new staff.
  • Maintaining HR files and records securely and confidentially, while collecting and analyzing HR data to inform decision-making.
  • Supporting the implementation of performance management practices and facilitating learning and development initiatives.
  • Administering HR Client Services by providing information on HR strategies and processing various HR-related correspondence.
  • Managing the lifecycle of Individual Consultants, ensuring adherence to UNFPA policies and guidelines.
  • Providing logistical support for learning and development activities and coordinating training needs assessments.
  • Participating in meetings and events, taking minutes, and ensuring successful execution of HR initiatives.

Required Qualifications:
Candidates must possess a combination of education and experience to qualify for this position. A secondary education with six years of relevant experience is required, while a university degree in HR, Business, Public Administration, or a related field with three years of relevant experience is desirable. Specialized certification in HR is also considered an asset. Candidates should have a strong understanding of HR policies and functions, experience in providing HR services such as recruitment and performance evaluations, and familiarity with web-based management systems. Proficiency in office software packages, particularly MS Word and Excel, is essential.

Educational Background:
The educational background required for this position includes a secondary education as a minimum. A university degree in Human Resources, Business Administration, Public Administration, or a related field is preferred but not mandatory. Specialized HR certification is desirable and can enhance a candidate's qualifications.

Experience:
The HR Associate position requires a minimum of six years of progressively responsible HR and/or administrative experience at the national or international level. Alternatively, candidates with a bachelor's degree may qualify with a minimum of three years of relevant experience. Experience in an International Non-Governmental Organization (NGO) or the United Nations system is highly valued, as is familiarity with HR policies and practices.

Languages:
Proficiency in both written and spoken Spanish and English is mandatory for this position. Knowledge of other official UN languages, particularly Portuguese, is considered desirable and can enhance a candidate's profile.
