Job Overview:
As a Programme Assistant at UNFPA, you will play a pivotal role in supporting the Regional Office in the preparation, implementation, and monitoring of regional programmes. This position is designed for individuals who are organized, proactive, and thrive in a collaborative environment. You will provide essential operational support in administration, travel, logistics, and knowledge management, ensuring the smooth coordination and effective delivery of UNFPA's objectives in the region. Your contributions will directly impact the implementation of initiatives that advance UNFPA's mission of improving lives and promoting sustainable development. You will work closely with the Operations Team and Programme Advisers, providing timely operational and programmatic support to both the Regional Office and Country Offices. This role is crucial for driving meaningful changes in the region and ensuring that the organization's strategic priorities are met.

Duties and Responsibilities:
  • Regional Programme Planning and Implementation Support: Compile and summarize data for budget setup, monitor progress, and assist in budget revisions. Prepare reports to support project implementation and identify gaps for decision-making. Compile and share information for internal audits and evaluations.
  • Programme Oversight Support: Engage with Implementing Partners (IPs) through competitive processes, agreements, and work plans. Monitor and implement funds transferred to IPs, contributing to assurance activities such as microassessments and audits. Liaise with external partners for logistics and collaboration.
  • Administration, Procurement, and Supplies: Conduct procurement processes for purchases under USD10K, participate in panel evaluations, and support hiring of consultants. Provide translation and document drafting support, prepare requisitions for payments, and maintain digital filing systems.
  • Logistical Support and Travel Management: Organize regional events, manage travel documentation, and coordinate logistics for high-level visitors. Ensure compliance with travel reporting and archiving processes.
  • Information Management: Review and draft correspondence, support the creation of briefings and presentations, and facilitate internal knowledge sharing.
  • Knowledge Management and Capacity Building: Organize training sessions, support communication material dissemination, and carry out other duties as assigned by Operations Team Coordinators.

Required Qualifications:
  • Education: Completion of secondary school, preferably supplemented by technical or university courses related to public administration, finance, or economics.
  • Knowledge and Experience: At least 5 years of relevant experience in programming, oversight, and administrative work. Previous experience within the UN System or international organizations is advantageous. Strong organizational, interpersonal, communication, and administrative skills are essential. Proven ability to manage work routines with minimal supervision and proficiency in Microsoft Office applications. Familiarity with ERP systems like OracleCloud/Quantum is a plus. Basic knowledge of financial principles and experience with finance and spreadsheet software are required.

Educational Background:
Candidates should have completed secondary education, with additional technical or university courses in fields related to public administration, finance, or economics being highly desirable. This educational background will provide the necessary foundation for understanding the complexities of the role and the operational needs of the organization.

Experience:
Candidates must possess at least 5 years of relevant experience in programming, including oversight and administrative work. Experience working within the UN System or other international organizations is considered an advantage. The role requires strong organizational skills, the ability to manage multiple tasks, and a proactive approach to problem-solving.

Languages:
Fluency in Spanish is required for this position, along with a working knowledge of English. Proficiency in other official UN languages, particularly French and Portuguese, is desirable and will enhance the candidate's ability to communicate effectively in a diverse work environment.
