Job Posting Organization: EpiC Haiti is part of a global project funded by the U.S. Government and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). Job Overview: The MNCH / Nutrition Sr M&E Officer South will play a crucial role in supporting the Senior SI Advisor in the implementation and strategic coordination of monitoring, evaluation, and learning (MEL) activities for the MNCH & Nutrition component of the EpiC Haiti project. This position is based in Les Cayes and will cover the Southern region of Haiti. The officer will provide technical oversight and support to MEL implementation in collaboration with EpiC project staff and implementing partners. The Senior MEL Officer will ensure that data systems effectively capture, analyze, and report performance results that align with national and project indicators. This role is essential for strengthening partner MEL systems and performance reporting for community and facility-based MNCH and nutrition services, working with sub-partners and key stakeholders to monitor, document, and analyze program performance, ensure data quality, and support continuous quality improvement (CQI) and adaptive program management across the South region.
Duties and Responsibilities: The duties and responsibilities of the MNCH / Nutrition Sr M&E Officer South include supporting the SI Advisor in designing and implementing M&E systems and tools for the project. The officer will synthesize reports, analyze data, and develop or adapt M&E tools. They will work with regional teams, health service providers, local stakeholders, and the South Health Directorate to provide guidance on project M&E activities, ensuring alignment with Department of State (DoS) and Ministry of Health (MOH) reporting requirements. The officer will conduct routine monitoring visits to project sites, perform data quality assessments (DQAs), assist in preparing weekly and monthly reports, and carry out joint supportive supervision at sites with regional teams and the South Health Directorate. They will ensure that activities adhere to EpiC and PEPFAR standards by supporting the development and implementation of quality assurance mechanisms. The officer will provide direct technical assistance and capacity building in M&E components of community activities, work closely with site Data Managers to assist in developing and maintaining computerized data capture systems, and ensure data entry on DATIM and FHI360 Headquarters platforms. They will identify and document technical or operational issues in national digital systems and escalate them for resolution. Additionally, the officer will build the capacity of regional MEL staff in project M&E, document lessons learned, contribute to donor reporting deliverables, mentor partner MEL teams, facilitate regional data review meetings, represent FHI 360 in SI-related meetings, and contribute to the documentation of program results and lessons learned for handover to MSPP or other partners.
Required Qualifications: The position requires a Master’s degree or its international equivalent in public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or other relevant disciplines, along with 6+ years of relevant work experience. Training or certification in M&E, data analysis, or program evaluation is considered an asset. Candidates should have demonstrated MEL experience, including technical leadership and supervision of MEL teams or partner organizations. Knowledge of health and development programs in Haiti, familiarity with the national health information management system (HMIS), and national protocols for MNCH & Nutrition service provision and M&E are essential. Experience with MER indicators and community MNCH service data, as well as national-level M&E system implementation, is required. Previous experience working with USAID or PEPFAR-supported programs is also necessary.
Educational Background: Candidates must possess a Master’s degree or its international equivalent in relevant fields such as public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, or biostatistics. This educational background is crucial for understanding the complexities of monitoring and evaluation in health programs, particularly in the context of MNCH and nutrition services.
Experience: The position requires a minimum of 6 years of relevant work experience in monitoring, evaluation, and learning, particularly in health-related programs. Candidates should have experience in technical leadership and supervision of MEL teams or partner organizations, as well as familiarity with the national health information management system (HMIS) and national protocols for MNCH & Nutrition service provision. Experience working with USAID or PEPFAR-supported programs is highly desirable, as is knowledge of MER indicators and community MNCH service data.
Languages: Fluency in French and Haitian Creole is required, with advanced English preferred. Proficiency in these languages is essential for effective communication with local stakeholders, partners, and team members, as well as for reporting and documentation purposes.
