Job Overview:
The Technical Officer, Community MNCH/Nutrition position is a critical role within the EpiC project, which aims to achieve HIV epidemic control and improve maternal, newborn, and child health (MNCH) in Haiti. The officer will be responsible for providing technical support and oversight for community MNCH and nutrition activities across several departments, including South, SouthEast, Grand Anse, and Nippes. This role involves ensuring the successful implementation of community MNCH/Nutrition elements of the EpiC work plan, focusing on life-saving interventions for pregnant women, newborns, and children. The officer will work closely with the Ministry of Public Health and Population (MSPP) and other stakeholders to develop evidence-based, community-driven approaches to health services. The position requires a strong commitment to achieving project targets and goals, as well as the ability to analyze data and make informed program adjustments.

Duties and Responsibilities:
The Technical Officer will support the development, implementation, and oversight of community health activities, including antenatal care (ANC), postnatal/postpartum care, emergency obstetric and newborn care (EmONC), integrated community case management (iCCM), and infant and young child feeding. Responsibilities include collaborating with sub-partners and MSPP to design and monitor community MNCH and nutrition models, reviewing program data to track progress, providing technical assistance to health facilities and community organizations, ensuring quality service delivery, and producing timely technical reports. The officer will also contribute to program quality initiatives, coordinate partner efforts, and develop scopes of work and memorandums of understanding for consultants and local institutions involved in the project.

Required Qualifications:
Candidates must possess a strong knowledge of health and development programs in Haiti, particularly in the public health sector. Skills in coaching, monitoring, and supervising staff are essential, along with experience in technical capacity building and supervision of sub-partners. Strong report writing, analytical, and communication skills are required, as well as the ability to manage multiple tasks efficiently. Candidates should demonstrate sensitivity to cultural differences and an understanding of the political and ethical issues surrounding public health in Haiti. Proficiency in database management software and Microsoft Office Suite is necessary, along with the ability to analyze data and prepare reports.

Educational Background:
A Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences, or other relevant disciplines is required for this position. Candidates should have a solid educational foundation that supports their ability to perform the key responsibilities of the job effectively.

Experience:
At least 4 years of relevant work experience or an equivalent combination of education and experience is required. Candidates should have experience in MNCH and nutrition, particularly in ANC, postnatal/postpartum care, iCCM, and community support models in Haiti. Previous experience working with US Government-supported programs and in an international NGO or government agency environment is desirable.

Languages:
Fluency in French and Haitian Creole is mandatory for this position, with advanced English preferred. Candidates should be able to communicate effectively in these languages to engage with diverse stakeholders and ensure successful program implementation.

Additional Notes:
The position is based in Les Cayes, Haiti, and requires the ability to travel within the four departments of South, South-East, Grand Anse, and Nippes, as well as nationally and internationally if needed. The role may involve long hours of computer work and the ability to lift/move up to 5 lbs.
