Job Overview:
The Resources Management Officer position in the IOM Dublin office is a critical role that involves overseeing the management of resources within the organization. The successful candidate will work under the supervision of the Chief of Mission and the Resources Management Officer, collaborating with various units at Headquarters and Administrative Centres. The role requires a proactive approach to managing financial data, responding to queries related to accounting and budgeting, and ensuring compliance with IOM's financial policies. The officer will also assist in payroll preparation, review payment requests, and maintain accurate financial records. This position is essential for ensuring the smooth operation of financial processes and supporting the overall mission of IOM in Dublin.

Duties and Responsibilities:
The duties and responsibilities of the Resources Management Officer include: extracting and inputting data from various sources into financial or accounting systems; responding to accounting, budget, or financial queries from staff; assisting in payroll preparation by executing validity checks; reviewing payment requests for authorization and completeness; creating new vendor accounts in the PRISM system; verifying vendor requests for accuracy; performing claim verifications against documentation; preparing necessary receipt and journal vouchers; assisting in the preparation of budget and financial reports; providing assistance to staff services such as travel and expense claims; ensuring proper filing of accounting documents; managing the office's petty cash; and performing other related duties as required.

Required Qualifications:
Candidates must possess a High School diploma with four years of relevant experience, or a Bachelor’s degree in Business Administration, Accounting, Finances, or related fields with two years of relevant professional experience. Accreditation from recognized universities listed in the UNESCO World Higher Education Database is required. Proficiency in Microsoft Office applications is essential, and prior experience with SAP is considered a distinct advantage. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. Experience working with international humanitarian organizations or in a multicultural setting is also advantageous.

Educational Background:
The educational background required for this position includes a High School diploma with four years of relevant experience or a Bachelor’s degree in a relevant field such as Business Administration, Accounting, or Finances. The degree must be from an accredited institution recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid foundation in the principles of business and finance necessary for the role.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Bachelor’s degree, or four years of experience if they have a High School diploma. Experience should include proficiency in Microsoft Office applications, familiarity with financial systems, and a background in working with international organizations or in a multicultural environment. Candidates should also demonstrate a capacity for attention to detail and the ability to manage multiple tasks effectively under pressure.

Languages:
Fluency in English is mandatory for this position. Knowledge of any other IOM official language, such as French or Spanish, is considered an advantage. Proficiency in additional languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements necessary for effective communication within the organization.

Additional Notes:
The position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Ireland will be considered. Any offer made is contingent upon funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
