Job Overview:
The position of Evaluator for the AAATP Project (Phase II) involves assessing the overall performance, relevance, effectiveness, efficiency, impact, and sustainability of the project aimed at assisting with the administration of applications for Temporary Protection in Ireland. The evaluator will focus on how effectively project inputs and activities have been translated into intended outputs and outcomes, particularly in supporting the Irish Department of Justice with administrative tasks related to Temporary Protection applications for Ukrainian nationals and Third Country nationals (TCNs). The evaluator will engage with various stakeholders, including project management teams, donors, and beneficiaries, to gather insights and evaluate the project's alignment with broader strategic objectives. The evaluation will document lessons learned, highlight best practices, and provide actionable recommendations for future programming, ensuring that the intervention remains responsive and effective in addressing the needs of migrants in Ireland.

Duties and Responsibilities:
The evaluator will be responsible for conducting a comprehensive evaluation of the AAATP Project, which includes the following duties:
  • Develop an evaluation inception report detailing the methodology, evaluation matrix, and data collection tools.
  • Conduct interviews, focus groups, surveys, and questionnaires to gather primary data from stakeholders, including IOM staff and beneficiaries.
  • Review internal reports, monitoring data, and other relevant documentation to gather secondary data.
  • Analyze project activities, outputs, and outcomes to assess the project's effectiveness and efficiency.
  • Engage with key stakeholders to gather diverse perspectives on the project's performance and value.
  • Present preliminary findings to IOM Ireland and incorporate feedback into the draft evaluation report.
  • Produce a final evaluation report that includes findings, recommendations, and a management response plan.
  • Ensure that the evaluation process adheres to ethical standards and respects the rights and dignity of all participants.
  • Maintain confidentiality and protect the sources of information throughout the evaluation process.

Required Qualifications:
Candidates must possess a strong background in evaluation methodologies, particularly in the context of humanitarian or migration-related projects. They should have experience in conducting evaluations for international organizations, with a proven track record of delivering high-quality evaluation reports. Familiarity with the principles of the United Nations Evaluation Group (UNEG) Norms and Standards for Evaluation is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to synthesize complex information, and excellent communication skills to convey findings effectively. Knowledge of migration issues, particularly related to Temporary Protection and the situation of Ukrainian nationals and TCNs, will be an advantage. Candidates should also exhibit strong interpersonal skills to engage with diverse stakeholders and facilitate discussions.

Educational Background:
A master's degree in social sciences, international relations, public policy, or a related field is required for this position. Candidates with a PhD or equivalent experience in evaluation or migration studies will be preferred. Relevant certifications in evaluation methodologies or project management will also be considered an asset.

Experience:
The position requires a minimum of five years of relevant experience in conducting evaluations, particularly in the fields of migration, humanitarian assistance, or public policy. Candidates should have experience working with international organizations, government agencies, or non-governmental organizations. Familiarity with the Irish context and the specific challenges faced by migrants in Ireland will be beneficial. Experience in managing evaluation processes and engaging with stakeholders at various levels is essential for this role.

Languages:
Fluency in English is mandatory, as all deliverables must be produced in English. Proficiency in additional languages, particularly Ukrainian or Russian, would be considered an asset, given the context of the project and the target population.

Additional Notes:
The evaluation is expected to be conducted over a two-month period, with specific deliverables outlined in the evaluation schedule. The position may involve both remote and in-person work, depending on logistical arrangements. The evaluator will be compensated according to IOM's guidelines, and all expenses related to the evaluation will be covered under the project budget. Candidates should be aware that any offer made is subject to funding confirmation and that IOM has a zero-tolerance policy regarding misconduct.
