Job Overview:
The ICLA Technical Assistant plays a crucial role in providing information, counselling, and assistance to populations affected by displacement. The assistant will be responsible for organizing and delivering tasks in line with priorities and standards, developing knowledge in their specialist area to effectively support the team, and using initiative for day-to-day problem-solving. A significant aspect of this position is the active promotion of Prevention of Sexual Exploitation and Abuse (PSEA) standards within NRC and among project participants, ensuring that all activities respect participants’ safety, dignity, and diversity.

Duties and Responsibilities:
The ICLA Technical Assistant will undertake a variety of duties, including delivering individual and group information sessions in line with ICLA guidance, providing individual counselling on legal and civil documentation, housing/land/property, work rights, access to essential services, and residency rights. The assistant will deliver legal assistance according to ICLA’s case management standards and follow up on case management files with a qualitative, client-centred approach. They will identify and address barriers to access for women, youth, and persons with disabilities, ensuring equitable participation in ICLA activities. The role also includes adapting information materials to be inclusive and accessible, ensuring meaningful participation of community members through regular consultations and culturally sensitive communication. Additionally, the assistant will be responsible for data collection and entry for field activities, overseeing referrals to local aid organizations, and maintaining confidentiality and secure data protection of all client information. The assistant will also attend meetings with various stakeholders, represent NRC ICLA in coordination meetings, and contribute to monitoring, evaluation, and reporting efforts.

Required Qualifications:
Candidates for the ICLA Technical Assistant position should possess a university degree or diploma in social sciences, political sciences, law, or related fields. A basic knowledge of data management and computer skills is essential, along with experience in humanitarian or recovery contexts. Native fluency in Arabic is required, and proficiency in English with strong drafting skills is preferred. Candidates should demonstrate an understanding of diversity and inclusion principles in humanitarian programming, as well as knowledge of safe programming, participation techniques, and accountability frameworks. Familiarity with the displacement context in Libya and understanding of migrant and refugee protection issues are advantageous, as is knowledge of Libyan law and regulations.
