Job Overview: The OSCE is currently seeking to expand its Roster of Investigation Consultants through a call for expressions of interest from qualified independent investigators with substantial experience in administrative investigations. The Office of Internal Oversight (OIO) is responsible for conducting internal audits, investigations, and evaluations of the organization's activities, including field operations. The primary objective of this roster call is to invite skilled investigators to join the OSCE's roster for OIO-led investigations. Candidates who are admitted to the roster will be considered for upcoming consultancy opportunities, and shortlisted members will be contacted for specific consultancies, which may include interviews and written tests. This role is crucial for ensuring that the OSCE maintains high standards of governance, risk management, and compliance with its regulatory framework.
Duties and Responsibilities: The successful candidate will work under the overall supervision of the Chief Investigator and will be responsible for a variety of tasks, including: reviewing all current materials related to ongoing investigations; developing and updating investigation work plans throughout the investigation process; reviewing documentation and evidence collected during investigations; liaising with both internal and external sources to gather necessary evidence; preparing interview questions; assisting in conducting interviews with witnesses and subjects; preparing records of interviews; drafting investigation findings; and compiling comprehensive investigation reports. The role requires meticulous attention to detail and the ability to synthesize complex information into clear and actionable findings.
Required Qualifications: Candidates must possess a university degree in Law, Criminal Justice, or a related field, with an advanced degree considered an asset. A minimum of 10 years of experience in conducting both external and internal investigations, particularly administrative investigations, is required. Candidates should have experience in a variety of investigative contexts, including fraud, corruption, and sexual harassment cases. Proficiency in conducting investigative interviews is essential, and preferred experience includes investigations within UN or other international organizations. The ability to work effectively under pressure and meet tight deadlines is crucial, along with professional fluency in English and excellent communication skills, both oral and written. Proficiency in Russian is considered an asset. Candidates should demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into their work. A collaborative mindset and the ability to work with diverse teams while maintaining impartiality and objectivity are also essential.
