Job Overview: As a Programme Officer for Energy Security, you will play a crucial role in supporting the OSCE's energy security dialogue and project activities. This position requires a deep understanding of energy security issues, including renewable energy, energy efficiency, and the protection of critical energy infrastructure. You will be responsible for developing, implementing, and administering projects that address various energy security challenges. Your role will involve conducting analyses of current and emerging energy security issues, leading project development and implementation, and coordinating with government officials and donor agencies. You will also oversee the work of other team members, ensuring that project deliverables are met and that the team operates effectively. This position is vital for promoting international security and stability through energy cooperation and addressing environmental concerns.
Duties and Responsibilities: Your primary duties will include analyzing energy security issues across the OSCE area, leading the development and implementation of projects, and negotiating with government officials and donor agencies. You will be responsible for preparing project proposals, monitoring expenditures, and providing progress reports to donors. Additionally, you will appraise and adjust program outputs to align with national and regional priorities, organize meetings and conferences to facilitate information sharing, and prepare briefing papers and reports for senior management. You will also be tasked with integrating gender perspectives into your work and ensuring that the team operates in a collaborative and inclusive manner. Other responsibilities may include performing additional duties as assigned by your supervisors.
Required Qualifications: To qualify for this position, you must possess a second-level university degree in a relevant field such as Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, with a focus on energy. Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted. You should have a minimum of five years of progressively responsible professional experience in energy security or economic-environmental development, preferably in an international context. Experience in managing donor-funded projects is essential, and recognized project management certification would be an asset. Strong communication skills in English are required, and knowledge of other languages spoken in the OSCE region is advantageous. You should also demonstrate digital literacy and proficiency in Microsoft Office applications, as well as a commitment to gender awareness and sensitivity.
Educational Background: The educational background required for this position includes a master's degree (second-level university degree) in a relevant field. Candidates with a first-level university degree may be considered if they have additional relevant experience. The focus of your studies should ideally relate to energy security, economics, or international relations, providing you with the necessary theoretical and practical knowledge to excel in this role.
Experience: Candidates should have at least five years of professional experience in energy security or related fields, with a preference for those who have worked in international environments. If you hold a first-level university degree, you will need a minimum of seven years of relevant experience. This experience should include planning, implementing, and managing projects, particularly those funded by donors, demonstrating your ability to navigate complex project environments and deliver results effectively.
Languages: Fluency in English is mandatory for this position, as excellent oral and written communication skills are essential. Knowledge of additional languages spoken in the OSCE region is considered an asset, as it can enhance your ability to engage with diverse stakeholders and facilitate communication across different cultural contexts.
Additional Notes: This position is classified as an international secondment, and candidates must be nominated by their respective participating States. The OSCE emphasizes diversity and inclusion, encouraging applications from qualified individuals of all backgrounds. The maximum period of service in this role is ten years, and candidates should be aware that appointments are subject to medical clearance.
