Job Overview:
The position of Technical Consultant for Textile Technologies and Materials for Police Uniforms involves providing specialized expertise in the field of textile technologies and materials specifically tailored for police uniforms. The consultant will be expected to analyze current materials used in police uniforms, assess their performance, and recommend improvements or alternatives that enhance durability, comfort, and functionality. This role is crucial in ensuring that police uniforms meet the operational needs of law enforcement while adhering to safety and quality standards. The consultant will work closely with UNDP and relevant stakeholders to develop specifications and guidelines for the procurement of these materials, ensuring that they are suitable for the intended use in various environments and conditions. The assignment is set to take place from December 1, 2025, to June 30, 2026, encompassing a total of 30 consultancy days, during which the consultant will engage in research, analysis, and collaboration with various partners.

Duties and Responsibilities:
The duties and responsibilities of the Technical Consultant include but are not limited to: conducting a comprehensive analysis of existing textile materials used in police uniforms; evaluating the performance characteristics of these materials in terms of durability, comfort, and functionality; researching and identifying innovative textile technologies that could enhance police uniforms; collaborating with law enforcement agencies to understand their specific needs and requirements; developing detailed specifications for the procurement of new materials; preparing reports and presentations to communicate findings and recommendations to UNDP and stakeholders; providing guidance on best practices for the maintenance and care of police uniforms; and ensuring compliance with relevant safety and quality standards throughout the procurement process.

Required Qualifications:
Candidates must possess a strong background in textile engineering or a related field, with a focus on textile technologies and materials. Proven experience in the textile industry, particularly in the development and evaluation of materials for uniforms or similar applications, is essential. The consultant should have a solid understanding of the performance requirements for police uniforms and the ability to translate these needs into technical specifications. Strong analytical skills, attention to detail, and the ability to work collaboratively with diverse stakeholders are also required. Excellent communication skills, both written and verbal, are necessary to effectively convey technical information to non-specialists and to prepare comprehensive reports.

Educational Background:
A minimum of a Bachelor's degree in Textile Engineering, Materials Science, or a related field is required. A Master's degree or higher qualification in a relevant discipline would be an advantage. Additional certifications or training in textile technologies or materials management would also be beneficial.

Experience:
The ideal candidate should have at least 5 years of professional experience in the textile industry, with a focus on the development and evaluation of materials for uniforms or similar applications. Experience working with law enforcement agencies or in a consultancy role related to textile technologies is highly desirable. Familiarity with international procurement processes and standards is also an asset.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of additional languages, particularly those relevant to the region, would be considered an advantage but is not mandatory.
