Job Overview:
The Capacity Building Officer plays a crucial role in designing, coordinating, delivering, and following up on capacity-sharing initiatives with NRC partners, stakeholders, and duty bearers in the West Area of Libya. This position is pivotal in ensuring that tailored capacity-sharing roadmaps are developed and implemented in alignment with project work plans, NRC’s capacity development framework, and the principles of Diversity, Inclusion, and Participation (DIP) and Safe and Inclusive Programming (SIP). The Officer will work under the supervision of the Project Coordinator and receive guidance from the ICLA Specialist and Project Manager, ensuring that all activities are relevant, participatory, and adapted to the local context. The role requires a proactive approach to capacity-building activities, including training sessions, workshops, and technical support, while also ensuring that gender, age, disability, and diversity considerations are integrated into all aspects of engagement with external partners and community structures.

Duties and Responsibilities:
The Capacity Building Officer will be responsible for a variety of tasks, including but not limited to:
  • Project Implementation: Leading the design of tailored capacity-sharing roadmaps for partners and stakeholders in consultation with technical teams; organizing and delivering capacity-building activities such as training sessions, workshops, and on-the-job coaching; ensuring that all activities are implemented in accordance with agreed roadmaps, work plans, budgets, and quality standards; liaising with technical specialists to ensure content and methodologies are relevant and participatory; integrating DIP principles across all training curricula; mainstreaming gender, age, disability, and diversity considerations in all engagements.
  • Monitoring and Reporting: Utilizing NRC-approved tools to collect and verify means of verification for all output activities; tracking and reporting on output indicators; documenting progress, challenges, and lessons learned; supporting the organization of learning events and knowledge-sharing forums; collecting disaggregated data for all training participants; contributing to donor reports and internal updates with evidence-based information.
  • Safe and Inclusive Programming: Ensuring that SIP and DIP principles are applied throughout the project cycle; integrating inclusive facilitation techniques; supporting partners in embedding DIP-sensitive indicators into their monitoring frameworks.
  • Other: Performing any other relevant tasks as requested by the line manager, including administrative tasks and support during emergencies.

Required Qualifications:
The ideal candidate for the Capacity Building Officer position should possess a minimum of 3 years of relevant experience in capacity building, training, organizational development, or a related field. They should have experience in designing and delivering training, workshops, or coaching sessions, particularly in complex and volatile contexts. Documented results related to the responsibilities of the position are essential. The candidate must demonstrate fluency in both Arabic and English, with strong written and verbal communication skills. Additionally, strong computer skills are required, along with the ability to prioritize responsibilities, manage multiple tasks simultaneously, and meet deadlines. Proven experience in inclusive facilitation and the application of DIP or gender mainstreaming approaches is also necessary, as is knowledge of SIP, Diversity and Inclusion, and Accountability to Affected Populations (AAP) principles.

Educational Background:
Candidates should have a relevant educational background that supports their ability to perform the duties of the Capacity Building Officer. This may include degrees or certifications in fields such as social sciences, international development, education, or related disciplines that provide a strong foundation for understanding capacity building and training methodologies.

Experience:
The position requires candidates to have a minimum of 3 years of relevant experience in capacity building, training, organizational development, or a related field. Experience in designing and delivering training, workshops, or coaching sessions is essential, particularly in complex and volatile contexts. Candidates should also have documented results related to the responsibilities of the position, showcasing their ability to effectively implement capacity-building initiatives.

Languages:
Fluency in Arabic and English is mandatory for this position, both written and verbal. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the communities served by the organization.
