Job Overview:
The SI/M&E Assistant position is integral to the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which aims to achieve HIV epidemic control among at-risk populations in Cameroon. The role involves supporting the design and implementation of monitoring and evaluation (M&E) activities, ensuring data quality, and contributing to continuous quality improvement (CQI) initiatives. The assistant will work closely with various stakeholders, including community-based organizations (CBOs) and government counterparts, to facilitate effective data collection and reporting processes. This position is crucial for enhancing the quality of HIV-related services and ensuring that the project meets its objectives in a timely manner. The assistant will also be responsible for generating evidence and lessons learned from program data, which will inform future interventions and strategies.

Duties and Responsibilities:
The SI/M&E Assistant will have a comprehensive set of responsibilities, including:
  • Supporting the development and updating of M&E tools and methodologies to ensure effective data collection and reporting.
  • Providing technical support in the creation and dissemination of M&E materials, reports, and intervention strategies.
  • Assisting in training programs for staff and CBOs on data collection and M&E processes.
  • Ensuring adherence to standard operating procedures (SOPs) for project activities and supporting the implementation of quality assurance mechanisms.
  • Collaborating with technical teams and CBOs to facilitate indicator reporting and data collection strategies.
  • Supporting data entry and interoperability from field reports into project databases and national health information systems.
  • Conducting routine data quality assessments and verification exercises to maintain data integrity.
  • Preparing regular and ad-hoc reports, including monthly and annual progress reports, and contributing to data analysis and presentation for stakeholders.
  • Coordinating with project teams and partners to share M&E data and support community HIV implementation. 1
  • Managing project documentation and administrative tasks as assigned.

Required Qualifications:
Candidates for the SI/M&E Assistant position should possess the following qualifications:
  • An Associate’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or related fields.
  • A minimum of 0-2 years of relevant experience in data collection and technical assistance support for health-related projects.
  • Familiarity with health programs in Cameroon, particularly those related to HIV service provision and M&E standards.
  • Experience working with at-risk populations and individuals living with HIV (PLHIV), as well as with U.S. government or PEPFAR-supported programs.
  • Proficiency in data analysis and visualization, with familiarity in tools such as DHIS2, Open Data Kit (ODK), or Kobo Toolbox.
  • Strong report writing, analytical, and communication skills, including oral presentation abilities.
  • Cultural sensitivity and the ability to interact effectively with vulnerable populations.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Willingness to travel within Cameroon as needed.

Educational Background:
The educational background required for the SI/M&E Assistant position includes an Associate’s degree or its equivalent in relevant fields such as public health, epidemiology, social work, monitoring & evaluation, demography, or biostatistics. This educational foundation is essential for understanding the complexities of health programs and the methodologies used in monitoring and evaluation processes.

Experience:
The position requires candidates to have 0-2 years of relevant experience in providing data collection and technical assistance support to health-related projects. This experience should ideally include familiarity with health programs in Cameroon, particularly those focused on HIV service provision and monitoring and evaluation standards. Candidates with experience in working with at-risk populations and individuals living with HIV, as well as those who have been involved in U.S. government or PEPFAR-supported initiatives, will be preferred.

Languages:
Fluency in both French and English is preferred for this position. Proficiency in these languages is essential for effective communication with diverse stakeholders, including community-based organizations, government counterparts, and project teams. Knowledge of additional local languages may also be beneficial in enhancing engagement with vulnerable populations.
