Job Overview: The ET Consultant position is integral to the Gender Innovation Lab (GIL) of the World Bank’s Africa Gender Impact Evaluation Unit. The primary function of this role is to support the design and implementation of impact evaluations and analytical work aimed at understanding and addressing gender inequality in economic sectors across Sub-Saharan Africa. The consultant will work closely with government and World Bank teams in Nigeria to identify innovative interventions that can empower women economically. The role requires a strong analytical background, as the consultant will be responsible for generating evidence that informs policy decisions and enhances women's economic empowerment. The consultant will also engage with various stakeholders, including policymakers and NGOs, to disseminate findings and influence policy changes that promote gender equality.
Duties and Responsibilities: The consultant will lead the design and implementation of selected impact evaluations and analytical projects. Key responsibilities include collaborating with project teams to develop scalable interventions, conducting rigorous evidence generation, and supporting ongoing evaluations through data analysis and report writing. The consultant will manage teams of researchers and field staff, prepare project work plans and budgets, and organize training sessions on impact evaluation methodologies. Additionally, the consultant will engage with government partners to present evidence and build stronger policies on women's economic empowerment. The role also involves organizing capacity-building workshops, liaising with policymakers, and contributing to knowledge dissemination efforts through various communication channels.
Required Qualifications: Candidates must possess a minimum of a Master’s degree in a relevant field such as Economics, Development Studies, or Public Policy, with a PhD preferred. A minimum of five years of relevant professional or academic experience in applied research, gender issues, and impact evaluation is required. Candidates should demonstrate excellent analytical and quantitative skills, a strong background in econometrics, and experience in managing partner relationships. The ability to produce user-friendly written outputs and communicate complex ideas effectively is essential. Experience in Sub-Saharan African countries and a background in gender issues are advantageous.
Educational Background: The position requires a Master’s degree in Economics, Development Studies, Public Policy, or a related field. A PhD is preferred, indicating a higher level of expertise and research capability. Candidates should have a solid foundation in economic theory and quantitative methods, as well as experience in conducting research and evaluations in the context of gender and development.
Experience: Candidates should have at least five years of relevant experience in applied research, particularly in gender and impact evaluation. This experience should include working with economic data, conducting analyses, and producing written outputs for academic or policy audiences. Familiarity with the Sub-Saharan African context and gender issues is highly desirable, as is a proven track record of managing relationships with partners and stakeholders in the development sector.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the World Bank and for the dissemination of research findings. While additional languages may be beneficial, English proficiency is essential for effective engagement with stakeholders and for producing written outputs.
Additional Notes: The position is a one-year appointment, with the possibility of renewal at the discretion of the World Bank Group. The maximum duration for Extended Term appointments is three years. The role is based in Abuja, Nigeria, and involves local recruitment. The consultant will be expected to travel as necessary to support project activities and engagements with stakeholders.
