Job Overview: The Media and Communications Officer (Consultant) will play a pivotal role in enhancing IOM Nigeria's visibility and engagement with donors and the media. This position requires close collaboration with program managers and communications focal points to ensure that all communication efforts align with IOM's institutional framework and donor visibility requirements. The consultant will be responsible for developing a comprehensive communications strategy that supports resource mobilization and strengthens IOM Nigeria's media presence. This includes conducting assessments of current communication practices, developing a national resource mobilization communications plan, and establishing systems for content production and media engagement. The consultant will also lead efforts to enhance IOM Nigeria's digital presence and public awareness across various platforms, ensuring that the organization's work is effectively communicated to stakeholders and the public.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including but not limited to: conducting a communication landscape assessment to evaluate existing practices and identify gaps; developing a strategic communications and partnerships visibility framework; leading the development of IOM Nigeria's social media presence; producing multimedia stories that highlight the organization's impact; building relationships with national media outlets; reviewing and improving communication tools and templates; proposing a staffing plan for the Communications Unit; conducting training for staff on best practices in communication; and collaborating with program leads to align communications outputs with donor priorities. The consultant will also be responsible for establishing performance indicators to evaluate the effectiveness of communication efforts and ensuring compliance with IOM's branding standards.
Required Qualifications: Candidates must possess a Master's degree in Media, Communications, Journalism, Political or Social Science, Law, International Relations, or Business Administration. Alternatively, a University degree in these fields combined with five to seven years of relevant professional experience is acceptable. The ideal candidate should have demonstrated experience in strategic communications, visibility, and public information within international or humanitarian contexts, as well as proven experience in developing communication strategies and managing media engagement. Strong writing, editing, and presentation skills in English are essential, along with excellent planning and organizational abilities. Candidates should also have a high sense of confidentiality, initiative, and good judgment, as well as proficiency in Adobe Creative Cloud software.
Educational Background: A Master's degree in a relevant field such as Media, Communications, Journalism, Political or Social Science, Law, International Relations, or Business Administration is required. Alternatively, a Bachelor's degree in these fields with significant professional experience may be considered. The educational background should reflect a strong foundation in communication principles and practices, as well as an understanding of the international context in which IOM operates.
Experience: Candidates should have at least five to seven years of relevant professional experience in strategic communications, visibility, and public information, particularly within international or humanitarian contexts. Experience in developing communication strategies, managing partnerships, and engaging with media is crucial. Additionally, candidates should have a proven track record in multimedia content development and storytelling, as well as experience in leading teams and building communication capacities in multicultural settings. Familiarity with UN agencies, NGOs, or media organizations is considered an advantage.
Languages: Proficiency in English is mandatory, as it is the primary language of communication within IOM. Knowledge of additional languages such as French or Spanish is considered an asset, as IOM operates in multiple linguistic contexts. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.
Additional Notes: The consultancy position is expected to be full-time, with a monthly payment of USD 8000, contingent upon satisfactory performance and timely submission of deliverables. The consultant will be required to submit monthly progress reports detailing outputs achieved, which will be reviewed and approved by the Chief of Mission (CoM) before payment is authorized. The role may require travel within Nigeria and to field locations as necessary. The appointment is subject to funding confirmation and medical fitness certification, as well as verification of residency and visa requirements. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment. Consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
