Job Overview: The Field Operations Manager will be responsible for planning, leading, and managing field operations in the Deir Ezzor region to ensure the effective deployment of food assistance programs. This role involves coordinating with various stakeholders, including government entities and UN partners, to develop sustainable programs that align with the Humanitarian Development Nexus and Sustainable Development Goals. The incumbent will oversee the management of the Field Office, ensuring efficient use of resources and the development of a high-performing team. The position requires a strong focus on accountability, performance management, and the implementation of WFP policies and strategies in the region. The role is critical in addressing the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition needs of the population, particularly in light of the ongoing humanitarian crisis in Syria.
Duties and Responsibilities:
Manage and lead the operations of the WFP Deir Ezzor Field Office to ensure timely and effective deployment of food assistance and other programs.
Coordinate with the North East Syria Area Office and Syria Country Office to develop cost-effective and sustainable programs with short-, medium-, and long-term outcomes for the Governorate.
Ensure accountability for the deployment of Country Office initiatives, policies, and strategies in the Governorate.
Manage the Field Office to ensure transparent and efficient people management, focusing on accountability and performance management for all employees.
Collaborate with government stakeholders to mobilize resources for WFP activities and position WFP as a technical assistance partner.
Develop Quarterly/Annual Work Plans with government and UN partners.
Ensure the security of WFP staff, operations, premises, and assets in the Field Office.
Prepare accurate and comprehensive analysis and reports on WFP operations and performance.
Guide the development and implementation of food security, nutrition, resilience, drought response, and climate change components. 1
Collaborate with partners to identify where food assistance can be deployed and provide technical expertise for program planning and implementation. 1
Develop and coordinate data gathering and monitoring systems and conduct timely monitoring and evaluation activities. 1
Forge partnerships to improve assistance packages and support complementary strategies. 1
Engage with beneficiaries and inspect storage places to ensure compliance with WFP policies. 1

Required Qualifications:
Master’s degree in economics, International Development, Social Sciences, or a related field, or a First University Degree with two additional years of related work experience.
At least three years of professional experience in program management, leading teams, and exposure to supply chain activities.
Experience in developing work plans to support WFP strategic aims.
Exposure to field operations, preferably in hardship duty stations or emergencies.
Experience in analyzing local political situations and assessing risks.
Proven experience managing small to mid-size financial budgets and leading mid-size teams (8+).
Participation in vendor/government/partner negotiations and emergency operations is desirable.
Educational Background: Candidates must possess a Master’s degree in a relevant field such as economics, International Development, or Social Sciences. Alternatively, a First University Degree with additional training or work experience may be considered. The educational background should provide a solid foundation for understanding the complexities of humanitarian operations and program management.
Experience: The ideal candidate should have a minimum of three years of professional experience in program management, particularly in leading teams and managing supply chain activities. Experience in field operations, especially in challenging environments, is highly valued. Candidates should demonstrate a track record of developing work plans, managing budgets, and leading teams effectively to achieve organizational objectives.
Languages: Fluency in English and Arabic is mandatory, with a proficiency level of C. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The position is a Fixed Term contract for a duration of 12 months, based in Deir Ezzor.
