Job Overview: The Advisor on Migration, Business and Human Rights will play a crucial role in supporting the IOM Malaysia Country Office in enhancing the implementation of programs related to migrant protection and assistance. This position involves providing technical advice and support to strengthen programmatic implementation and expand programming opportunities. The successful candidate will work closely with the Programme Coordinator and Chief of Mission to develop strategies that promote the rights of migrant workers and ensure effective human rights due diligence in supply chains. The Advisor will also engage with various stakeholders, including government entities, private sector partners, and donors, to foster collaboration and identify funding opportunities for projects aimed at improving the conditions of migrant workers in Malaysia and the broader Asia region.
Duties and Responsibilities: The Advisor will be responsible for a wide range of tasks, including developing and implementing staff capacity-building initiatives on labor migration, business and human rights, and ethical recruitment. They will research and identify potential funding sources, develop project concepts, and create a fundraising strategy. The Advisor will contribute to advocacy strategies and support technical meetings with external stakeholders. They will analyze mission data related to migration and produce factsheets for donor outreach. Additionally, the Advisor will provide technical advice for monitoring activities, support project implementation, and assess documents necessary for project development and reporting. Other duties may be assigned as needed.
Required Qualifications: Candidates must possess a Master’s degree in Law, Social Sciences, Development Studies, or a related field, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. The position requires experience in research, documentation, and content development, as well as proficiency in MS Office Suite. Familiarity with migration and recruitment issues is desirable, along with demonstrated experience in managing and implementing programs related to labor migration and migrant protection.
Educational Background: A Master’s degree in Law, Social Sciences, Development Studies, or a related field from an accredited institution is required. Candidates with a University degree in the same fields must have additional relevant professional experience to qualify for the position.
Experience: The ideal candidate should have substantial experience in the international development field, particularly in managing programs related to labor migration and the protection of migrant workers. Experience in liaising with governmental authorities and international donors is essential. Candidates should also have demonstrated experience in program and project management, including budget planning and monitoring, as well as experience working with the private sector on issues related to forced labor and business and human rights.
Languages: Fluency in English is mandatory, and knowledge of additional languages relevant to the region may be considered an asset. Proficiency in languages spoken by migrant communities in Malaysia would be beneficial for effective communication and outreach.
Additional Notes: The position may require travel to the duty station, and any travel during the assignment will be covered by IOM. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses for the duration of the consultancy, but consultants must secure their own medical insurance for non-occupational incidents. IOM adheres to a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
