Job Overview: The Counter-Trafficking Project Officer will play a crucial role in the design and implementation of counter-trafficking initiatives. This position involves working closely with various stakeholders to ensure effective service delivery and alignment with national frameworks. The officer will contribute to the development of Standard Operating Procedures (SOPs) and protection protocols, ensuring that the organization’s efforts in victim assistance, prevention, and capacity-building are well-coordinated and impactful. The role also includes monitoring project activities, drafting reports, and supporting public awareness campaigns aimed at at-risk populations. The officer will be expected to engage in resource mobilization efforts, contributing to the development of proposals for new funding opportunities, and assist in donor liaison activities.
Duties and Responsibilities:
Contribute to the design and implementation of counter-trafficking projects, ensuring alignment with national frameworks and effective delivery of services.
Support coordination with relevant stakeholders, including government agencies, NGOs, and UN partners.
Participate in technical working groups and inter-agency meetings related to counter-trafficking.
Monitor project activities and support timely reporting of progress, challenges, and achievements.
Draft donor reports, briefing notes, and internal updates as required.
Maintain accurate records and contribute to data collection and analysis for evidence-based programming.
Organize and facilitate training workshops for government and non-government actors.
Contribute to public awareness campaigns targeting at-risk populations.
Assist in the development of concept notes and proposals for new funding opportunities. 1
Perform other related duties as assigned.
Required Qualifications:
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with two years of relevant professional experience; or a Master’s degree in the above-mentioned fields.
Experience in counter-trafficking, migration, human rights, or protection programming.
Experience in supporting project implementation in coordination with government institutions, NGOs, or UN agencies.
Good understanding of project implementation and reporting processes.
Strong coordination, organizational, and analytical skills.
Excellent communication and interpersonal abilities.
Proficiency in data collection, analysis, and reporting tools.
Ability to work independently and as part of a team.
Educational Background: The position requires a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. A Master’s degree in these fields is also acceptable and preferred, especially for candidates with less professional experience.
Experience: Candidates should have at least two years of relevant professional experience in counter-trafficking, migration, human rights, or protection programming. Experience in project implementation in collaboration with government institutions, NGOs, or UN agencies is essential. Familiarity with legal frameworks regarding trafficking in persons is also required, ensuring that the candidate has a solid understanding of the context in which they will be working.
Languages: Fluency in English and Bahasa Malaysia is required, both oral and written. Proficiency in IOM’s official languages, which include English, French, and Spanish, is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government.
