Job Overview: The Project Officer position within IOM Malaysia focuses on implementing activities related to the Labour Migration portfolio, particularly under the Migration, Business and Human Rights (MBHR) programme. This role is crucial in addressing the vulnerabilities faced by migrant workers in international supply chains, especially in combating modern slavery and forced labor. The successful candidate will be responsible for developing and delivering training programs aimed at private sector companies to mitigate risks associated with migrant trafficking and exploitation. This includes conducting awareness-raising sessions on ethical recruitment practices, human rights due diligence, and improving living and working conditions for migrant workers. The Project Officer will also assist in planning, coordinating, and monitoring project activities, ensuring effective collaboration with various stakeholders, including government entities, NGOs, and private sector partners. The role requires a proactive approach to identifying issues and proposing solutions, as well as the ability to conduct research and prepare comprehensive reports on labor migration issues.
Duties and Responsibilities: The duties and responsibilities of the Project Officer include:
Implementing specific activities within IOM Malaysia’s Labour Migration portfolio, particularly related to the MBHR programme.
Developing and delivering training and capacity-building sessions for private sector companies on reducing the risk of migrant trafficking and exploitation.
Planning, preparing, coordinating, and implementing project activities in collaboration with project staff and relevant authorities.
Monitoring project implementation and preparing progress reports, including budget flow reporting.
Identifying issues and deviations in project delivery and proposing remedial actions.
Conducting research, analyzing information, and drafting reports and presentations on labor migration issues.
Participating in meetings and conferences, maintaining effective liaison with local authorities, partners, and stakeholders.
Responding to complex information requests and inquiries, and maintaining organized records.
Assisting in designing programmatic initiatives and writing project proposals related to migration management. 1
Leading, guiding, and training other staff in the unit. 1
Performing any other duties as assigned by the supervisor.
Required Qualifications: The position requires a university degree in Law, Social Sciences, Political Science, International Relations, or a related field, along with at least three years of relevant professional experience. Alternatively, candidates with a high school degree and a minimum of five years of relevant professional experience will also be considered. The ideal candidate should possess a strong understanding of migration issues, labor rights, and corporate social responsibility, as well as experience in training and capacity-building.
Educational Background: Candidates must have completed a university degree in a relevant field such as Law, Social Sciences, Political Science, or International Relations. A high school diploma may be acceptable if accompanied by significant relevant professional experience. The educational background should provide a solid foundation in understanding the complexities of migration and labor issues.
Experience: Candidates should have previous experience working on migration-related issues, particularly in areas such as labor migration, international labor recruitment, corporate social sustainability, and human rights. Experience in social compliance programs and socio-economic development is also valuable. The role requires familiarity with project management and the ability to work effectively in a multicultural environment.
Languages: Fluency in English, both oral and written, is mandatory for this position. Additionally, a working knowledge of Bahasa Malaysia is preferred, as it will facilitate communication with local stakeholders and enhance the effectiveness of training and outreach efforts.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Malaysia will be considered.
