Job Overview:
The Evaluator position is critical in assessing the effectiveness of IOM's project aimed at protecting and empowering vulnerable migrants in Ethiopia. The evaluator will conduct a comprehensive final evaluation of the project, focusing on its relevance, efficiency, effectiveness, coherence, sustainability, and impact. This role involves analyzing the project's achievements against its objectives, documenting good practices, and providing recommendations for future programming. The evaluator will engage with various stakeholders, including government officials, beneficiaries, and implementing partners, to gather qualitative and quantitative data that will inform the evaluation process. The evaluator will also be responsible for developing a robust methodology, conducting field research, and ensuring that the evaluation adheres to ethical standards and best practices in evaluation.

Duties and Responsibilities:
The evaluator will be tasked with several key responsibilities, including: conducting a thorough review of project documents and relevant literature; developing an inception report that outlines the evaluation methodology and data collection tools; implementing a mixed-methods approach to data collection, including surveys, interviews, and focus group discussions; analyzing quantitative and qualitative data to assess project outcomes; facilitating a validation workshop to discuss initial findings with stakeholders; preparing a draft evaluation report and incorporating feedback from the project team; and delivering a final report that includes actionable recommendations for improving project implementation and future programming. The evaluator will also ensure that all ethical considerations are addressed throughout the evaluation process, particularly in relation to the protection of vulnerable populations.

Required Qualifications:
Candidates must possess an advanced degree in migration, social sciences, law, or a related field. A minimum of 10 years of experience in evaluating protection, migration, and referral mechanism projects is required. Proven expertise in both qualitative and quantitative research methods is essential, along with strong facilitation, interviewing, and report writing skills. Familiarity with protection services for migrants and national referral mechanisms is highly desirable. The ability to synthesize findings and engage with diverse stakeholders is crucial for success in this role.

Educational Background:
The position requires an advanced degree in relevant fields such as migration studies, social sciences, law, or related disciplines. This educational background is essential for understanding the complexities of migration issues and the legal frameworks surrounding them, as well as for conducting rigorous evaluations of projects aimed at protecting vulnerable populations.

Experience:
The evaluator should have a minimum of 10 years of experience in the field of evaluation, specifically related to protection, migration, and referral mechanisms. This experience should include a demonstrated ability to conduct evaluations that utilize both qualitative and quantitative research methods, as well as experience working with diverse stakeholders, including government agencies, NGOs, and community organizations.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of local languages spoken in Ethiopia, such as Amharic, is considered an asset and may enhance the evaluator's ability to engage with local stakeholders and beneficiaries effectively.

Additional Notes:
This position is expected to be full-time and may involve travel to various locations within Ethiopia, including Addis Ababa, Bahir Dar, and Dire Dawa. The evaluator will work closely with the IOM Ethiopia Evaluation Manager and the project team to ensure that the evaluation is conducted in a timely and efficient manner. The timeline for the evaluation includes a desk review and tool development in the first week of November, field-level data collection in the second week, data analysis and report writing in the third week, and a validation workshop followed by the submission of the final report in the fourth week of November. The evaluator will be compensated according to IOM's guidelines, and all logistical arrangements for travel and fieldwork will be facilitated by the IOM MEAL team.
