Job Overview: The consultant will play a crucial role in supporting the Government of Angola, specifically the Ministry of Public Administration, Labour and Social security" style="border-bottom: 1px dotted #007bff !important;">Security (MAPTSS), in drafting a comprehensive National Labour Migration Policy (NLMP) and Action Plan. This position requires a deep understanding of Angola's existing laws and policies related to labor migration, as well as the ability to facilitate consultations with various stakeholders, including government ministries, trade unions, and civil society organizations. The consultant will be responsible for conducting assessments, drafting policy documents, and developing an action plan that aligns with national priorities and international best practices. The role also involves capacity building through workshops and technical guidance to enhance government capabilities in labor migration governance.
Duties and Responsibilities: The consultant's duties will include:
Developing a detailed work plan and methodology for approval by IOM and MAPTSS.
Conducting comprehensive stakeholder mapping and analysis to identify key players in labor migration governance.
Assessing Angola's migration policies, practices, and coordination mechanisms, highlighting strengths and gaps.
Drafting the National Labour Migration Policy in close coordination with the Technical Working Group (TWG).
Drafting the National Action Plan, outlining strategic objectives, interventions, roles, and timelines.
Facilitating a two-day capacity-building workshop on labor migration governance for Angolan officials.
Organizing a three-day national stakeholders’ consultation workshop to review and validate the policy and action plan.
Presenting and revising draft documents based on feedback from MAPTSS, IOM, and stakeholders.
Providing technical advice and participating in TWG meetings throughout the process. 1
Performing other related duties as required, ensuring that all deliverables are met on time and to a high standard.
Required Qualifications: Candidates must possess an advanced university degree in migration studies, law, public policy, economics, social sciences, or a related field. Additionally, at least 5 years of professional experience in labor migration, policy development, governance, or related areas is required. Demonstrated knowledge of labor migration governance in Africa, particularly within the Southern African Development Community (SADC), is considered an advantage. Experience working with government ministries, international organizations, and social partners is essential, along with previous experience in Lusophone Africa, which is a strong asset.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as migration studies, law, public policy, economics, or social sciences. This educational foundation is critical for understanding the complexities of labor migration and the development of effective policies and action plans.
Experience: The consultant should have a minimum of 5 years of professional experience in areas related to labor migration, policy development, and governance. This experience should include working with government entities, international organizations, and social partners to address labor migration issues effectively. Familiarity with the specific context of Angola and the SADC region will be beneficial.
Languages: Proficiency in Portuguese is essential for this role, as it is the primary language of communication in Angola. Additionally, a good command of English is required for reporting and technical engagement with IOM, ensuring effective communication across diverse stakeholders involved in the project.
Additional Notes: The consultancy is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy regarding conduct that contradicts the organization's aims and objectives, including discrimination and harassment.
