This role involves providing technical assistance to the Country Office in managing and monitoring the Norway-funded project aimed at reducing preventable maternal deaths and enhancing sexual and reproductive health services in five provinces of Angola. The consultant will work closely with various stakeholders, including the Ministry of Health, to ensure effective planning, implementation, and reporting of project activities. The consultant will also focus on integrating gender perspectives into the project to empower women and girls, particularly in relation to bodily autonomy and access to health services. The overarching goal is to achieve significant improvements in maternal health outcomes and to address social and gender norms that hinder the realization of sexual and reproductive rights.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including:
Providing technical assistance to support the implementation of the Norway-funded initiative aimed at reducing maternal deaths in five targeted provinces.
Supporting the planning, implementation, and monitoring of a postpartum hemorrhage (PPH) assessment study, including acting as the Secretariat for the Steering Committee.
Facilitating training for health professionals on the prevention, diagnosis, and treatment of PPH using the latest WHO-FIGO-ICM guidelines.
Conducting community mobilization and sensitization sessions on sexual and reproductive health, focusing on maternal health and early pregnancy prevention.
Developing advocacy strategies to promote maternal health initiatives based on evidence from the PPH study.
Establishing a real-time monitoring system for maternal health indicators at the provincial level.
Collaborating with various stakeholders, including government agencies and community leaders, to enhance the effectiveness of the project.
Preparing monthly progress reports and other documentation related to project activities and outcomes.
Required Qualifications: Candidates must possess an advanced degree in health, education, population, demography, project management, or a related social science discipline. They should have a minimum of 2-3 years of progressively responsible professional experience in public health, project management, or related fields, particularly in sexual and reproductive health and maternal health. Experience in designing, monitoring, and evaluating development projects is essential, along with a proven ability to collaborate effectively with diverse stakeholders, including government and civil society organizations. Strong interpersonal, organizational, and communication skills are required, as well as proficiency in current office software applications such as Word, Excel, and PowerPoint.
Educational Background: An advanced degree in health, education, population, demography, project management, or other related social science disciplines is required for this position. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to the project and its objectives.
Experience: The position requires a minimum of 2-3 years of increasingly responsible professional experience in public health, project management, social sciences, or other related fields relevant to sexual and reproductive health, maternal and neonatal health, and HIV prevention. Candidates should have practical experience in the design, monitoring, and evaluation of development projects, as well as experience working collaboratively with government, development partners, and civil society organizations on issues affecting adolescents and youth.
Languages: Excellent written and oral communication skills in both Portuguese and English are mandatory for this position. Proficiency in these languages is crucial for effective communication with stakeholders and for the successful implementation of project activities.
Additional Notes: The consultancy is initially for a duration of 6 months, with the possibility of extension up to 11 months based on satisfactory performance.
