Job Overview:
The National Communication and Partnerships Officer will play a crucial role in the implementation of the project "Expanding Social security" style="border-bottom: 1px dotted #007bff !important;">Security to Support the Formalization of the Angolan Economy". This position is based in Luanda, Angola, and involves close collaboration with the Chief Technical Adviser (CTA) and other ILO staff. The officer will be responsible for delivering effective communication strategies and information products that align with the ILO and EU communication strategies. The role requires a strong focus on stakeholder engagement, particularly with government institutions, employers, and civil society, to enhance social security coverage in Angola. The officer will also be tasked with producing high-quality communication materials, organizing public information events, and maintaining effective relationships with current and potential partners.

Duties and Responsibilities:
  • Support the efficient delivery and administration of communication and information products and services.
  • Develop and implement national and regional communication strategies that align with ILO and EU objectives.
  • Create and disseminate timely communication materials, including press releases and reports.
  • Produce audience-specific content, including news releases and feature stories.
  • Oversee documentation services and maintain web content management systems.
  • Organize public information events to raise awareness of ILO activities.
  • Represent the ILO in interagency meetings and prepare information notes.
  • Maintain effective communication with donors and partners.
  • Assist in drafting technical reports and work plans. 1
  • Support project evaluations and stakeholder engagement activities. 1
  • Review project-related documents and budgets. 1
  • Perform additional duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a first-level university degree in communication, journalism, information management, or relevant fields. They should have at least two years of professional experience in communication or information management, with a strong understanding of multimedia and graphic design tools. Proven ability to develop messages for various formats aimed at diverse audiences is essential. Experience in advocacy, communication, and research in social protection, particularly in Angola, is highly desirable. Familiarity with programmatic work and stakeholder engagement is also required.

Educational Background:
A first-level university degree in communication, journalism, information management, or related fields is mandatory for this position. This educational background ensures that the candidate has the necessary theoretical knowledge and practical skills to effectively manage communication strategies and information dissemination.

Experience:
The position requires a minimum of two years of relevant professional experience at the national level in communication or information management. Candidates should demonstrate knowledge of multimedia tools and experience in developing communication materials for various audiences. Experience in advocacy and social protection, particularly in the context of Angola, is preferred. Familiarity with monitoring and evaluation tools and stakeholder engagement practices is also beneficial.

Languages:
Fluency in English and Portuguese is mandatory for this role. Knowledge of French is considered an added advantage, as it may facilitate communication with a broader range of stakeholders and partners.

Additional Notes:
This position is a Special Short Term contract with a duration of 16 weeks, non-renewable.
