Job Overview: The Field Project Coordinator position is crucial for the successful implementation of technical assistance and cooperation projects aimed at enhancing aviation safety oversight in Angola. The role involves working under the Director of the Capacity Development and Implementation Bureau (D/CDI) and the Field Operations Section (FOS). The primary focus of this position is to provide technical assistance to the National Civil Aviation Authority (ANAC) and the National Institute for Air Traffic (INIPAT) in Angola. The coordinator will be responsible for developing, monitoring, and evaluating projects that aim to improve the implementation of International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). This includes ensuring compliance with national and international aviation legislation, coordinating with various stakeholders, and reporting on project progress. The coordinator will also play a key role in identifying priority areas for development, setting objectives, and managing project deliverables within specified time frames and budgets.
Duties and Responsibilities: The Field Project Coordinator will have a comprehensive set of duties and responsibilities, including but not limited to:
Serving as the focal point for the ICAO team, coordinating project activities and consolidating necessary reports.
Providing status updates on team activities against work plans and schedules, and keeping the ICAO CDI Director informed of task accomplishments, issues, and risks.
Ensuring compliance with national and international aviation legislation, particularly in relation to Air Traffic Services (ATS), Search and Rescue (SAR), and Procedures for Air Navigation Services (PANS-OPS).
Conducting inspections of ATS and SAR units to ensure compliance with applicable regulations and operational procedures.
Coordinating with other authorities to enhance operational effectiveness and safety in SAR operations.
Reviewing and validating equipment and tools used in ATS and SAR operations to ensure they meet safety and performance standards.
Overseeing personnel certification and validating the licensing of air traffic controllers and SAR operators.
Preparing and submitting work plans, end-of-assignment reports, and project terminal reports to ANAC and ICAO.
Conducting regular inspections and safety oversight activities of ATS/SAR facilities to monitor operational safety and compliance. 1
Investigating incidents and non-compliance issues, recommending corrective actions, and following up to ensure continuous compliance and resolution of safety deficiencies. 1
Performing other related duties as assigned by the Director.
Required Qualifications: The position requires a university degree in the field of Air Navigation, preferably in air traffic management, or equivalent qualifications and experience. Essential qualifications include completion of basic air traffic control (ATC) courses, including Tower Control, Approach Procedural, and Area Procedural courses. Desirable qualifications include completion of ICAO ANS CBT, ANS Inspectors course, ATM Inspectors course, Audit techniques course, Basic AIS course, and various PANS-OPS procedures design courses. Candidates should also have a strong understanding of civil aviation rules and regulations, as well as familiarity with ICAO standards and procedures.
Educational Background: Candidates must possess a university degree in Air Navigation or a related field, with a strong preference for those who have specialized training in air traffic management. Additional certifications and courses related to air navigation services, safety oversight, and operational procedures are highly desirable and will enhance a candidate's qualifications for this role.
Experience: The ideal candidate should have a minimum of 10 years of professional experience as an Air Navigation Services (ANS) Air Traffic Management (ATM)/Search and Rescue (SAR) and PANS-OPS safety oversight inspector. This includes at least 8 years as an ATS license holder with a minimum of 2 ratings. Experience in a supervisory position within an ATS unit is desirable, particularly in areas such as Cartography or Flight Procedure Design (FPD). Candidates should also have a good knowledge of civil aviation rules, regulations, and related procedures, as well as familiarity with ICAO activities and frameworks.
Languages: Fluency in Portuguese, including reading, writing, and speaking abilities, is essential for this position. A working knowledge of English is also required. Knowledge of additional languages, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
