Job Overview:
The consultancy aims to conduct an independent Mid-Term Review (MTR) of the UNFPA Angola 9th Country Programme (2024–2028). This review will provide strategic, evidence-based recommendations to enhance programme performance and impact during the remaining implementation period (2026–2028). The consultant will report to the Technical Specialist for Population and Development and will be responsible for designing and conducting the review, which will utilize a Theory of Change-based approach and incorporate human rights and gender equality principles. The review will assess the effectiveness of the programme's monitoring and data collection systems, analyze key results generated through major initiatives, and develop actionable recommendations to improve programme effectiveness. The consultant will also facilitate a 'Strategic Reflection Moment' workshop to present findings and co-create recommendations with stakeholders.

Duties and Responsibilities:
  • Design and conduct the Mid-Term Review of the UNFPA Angola 9th Country Programme, guided by core review questions.
  • Develop an inception report outlining methodologies and timelines.
  • Collect and analyze evidence against the Country Programme results framework, including quantitative and qualitative data.
  • Assess the effectiveness of programme monitoring and data collection systems.
  • Examine key results generated through major programme initiatives and assess their effectiveness.
  • Analyze interlinkages and synergies across initiatives and assess their contribution to the Country Programme’s Theory of Change.
  • Develop a review report with findings, lessons learned, and strategic recommendations.
  • Present the report during the Strategic Reflection Moment workshop and facilitate discussions to co-create final recommendations.

Required Qualifications:
  • Advanced university degree (Master’s or PhD) in Demography, Public Health, Economics, Gender Studies, Development Studies, Statistics, or related field of Social science.
  • At least 10 years of experience in programme evaluation or strategic reviews in international development, preferably in areas related to UNFPA’s mandate.
  • Technical capacity to design and conduct mixed-method studies, including quantitative and qualitative data analysis.
  • Demonstrated experience evaluating or conducting mid-term reviews of UNFPA or other UN Country Programmes.
  • Strong understanding of sexual and reproductive health and rights (SRHR), maternal health, and population dynamics.
  • Familiarity with Results-Based Management (RBM) and UN Integrated Results and Resources Framework (IRRF).
  • Strong analytical and report-writing skills.

Educational Background:
Candidates must possess an advanced university degree (Master’s or PhD) in relevant fields such as Demography, Public Health, Economics, Gender Studies, Development Studies, Statistics, or related social sciences. This educational background is essential for understanding the complexities of population dynamics and the socio-economic factors influencing health and development outcomes.

Experience:
The position requires at least 10 years of relevant experience in programme evaluation or strategic reviews, particularly in international development contexts. Candidates should have a proven track record of conducting evaluations or mid-term reviews of UNFPA or similar development programmes, demonstrating their ability to analyze complex data and provide actionable recommendations.

Languages:
Fluency in English is required for this position, as all reports and communications will be conducted in English. Proficiency in Portuguese is considered a strong asset, given the local context of Angola and the need for effective communication with stakeholders and partners.

Additional Notes:
The consultancy is expected to be conducted in Luanda, Angola, and may involve field visits to selected programme sites. The contract duration and specific terms of engagement will be discussed during the selection process.
